Bac Giang to launch four new projects in late November

The northern province of Bac Giang will roll out concerted measures to speed up the disbursement of public investment capital, with the launching of four new projects in late November, according to Vice Director of the provincial Department of Planning and Investment Duong Ngoc Chien.

Bac Giang (VNA) – The northern province of Bac Giang will roll out concerted measures to speed up the disbursement of public investment capital, with the launching of four new projects in late November, according to Vice Director of the provincial Department of Planning and Investment Duong Ngoc Chien.

Accordingly, the provincial authorities will direct the People’s Committees of districts and Bac Giang city as well as investors of projects to ensure the progress of all projects using public investment as scheduled.

The province will review all projects and propose the adjustments of the public investment disbursement plan for 2022, including the transfer of capital from delayed projects to more effective ones.

Chien said that Bac Giang will also speed up the implementation of underway projects and the processing of documents for the disbursement of the capital.

Within November, the province will finalise all procedures to launch four projects, including the construction of road connecting Voi township and the Bac Giang-Lang Son Expressway; the upgrading and expansion of a road connecting the provincial road No.293 and National Highway 17 in Bac Giang; the construction of a provincial culture-exhibition centre; and the improvement of the province’s capacity in automatic environmental censoring. 

At the same time, preparations for new projects that are scheduled to be launched in 2023 will also be sped up, he said.

Besides, Bac Giang will promptly design investment plans for the implementation of urgent projects in the 2023-2025 period, using capital from the land use levy source.

Chairpersons of the People’s Committees of districts and investors have been requested to focus on ground clearance activities for construction projects using public investment capital, including the road linking National Highway 37, National Highway 17 and Vo Nhai of Thai Nguyen province; the upgrading of provincial road No.298 from Dinh Neo to Viet Yen; the construction of roads and bridges linking Hiep Hoa district of Bac Giang and Pho Yen town of Thai Nguyen; and the construction of Dong Viet bridge and the road leading to the bridge. 

The Dong Viet bridge connects with Hung Dao commune of the neighbouring Hai Duong province’s Chi Linh city. A road linking Dong Viet bridge with National Road 37 in the city will be built with investment of the People’s Committee of Hai Duong.

The road leading to the bridge measures 7.86 km in length and 22.5 m in width, with a design speed of 100 km/h. Meanwhile, the bridge will be 731.2 m in length and 22.5 m in width. The construction is expected to be completed by 2025.

Upon its completion, the bridge is hoped to create an impulse for socio-economic development in the south-eastern region of Bac Giang and connect with Hai Duong province; facilitate domestic travel; and bolster trade and tourism development.

This year, the province is allocated with nearly 10.95 trillion VND (458.63 million USD) in public investment capital. As of October 31, the province had disbursed 7.42 trillion VND, equivalent to 67.8% of the plan.

In 2022, the province initially planned to launch 18 new projects. To date, it has implemented 14 projects, while actively finalising procedures to conduct the remaining.

The Bac Giang Department of Planning and Investment said that the province has faced a number of difficulties in carrying out public investment projects, including those in ground clearance and the slow provision of capital that fail to meet the requirements of the projects, and the slow implementation of some bidding packages.

Besides, some investors as well as project management boards and contractors have not actively and periodically processed the acceptance activities for the completed items./.
