From July 1, 2025, the two-tier local government model (comprising provincial and commune levels) officially came into operation. Thousands of commune-level administrative units nationwide have been reorganised to ensure a streamlined apparatus closer to and more responsive to the people. After three months of operation, personnel work – the key factor determining the efficiency of the apparatus – has seen marked changes alongside emerging challenges.

State President Luong Cuong has highlighted that the restructuring of commune-level administrative units will unlock new development space for Hanoi — enabling the city to better fulfill its role as the spearhead and growth engine of the capital region, the northern key economic zone, and the entire nation.

Party General Secretary To Lam underlined that the merger is not a mere administrative combination but a convergence of intellect and shared development aspirations.

President Cuong affirmed that this is a very special milestone for the entire country and for the capital of Hanoi as, starting from July 1, the country’s local administration apparatus will officially enter a new phase - transitioning from the three-tier system that has been in place for 80 years since the founding of the nation to a two-level one.

In his closing remarks, NA Chairman Tran Thanh Man highlighted that this session dealt with a huge workload and issues which are both urgent and long-term, strategic. Some issues are new, requiring coordination between agencies for the settlement.

The National Assembly Standing Committee voted unanimously to approve in principle a resolution reorganising commune-level administrative units during its ongoing 46th session in Hanoi on June 5.

Under Resolution No. 126/NQ-CP dated May 9, 2025, the Government approved 34 proposals for reorganising commune-level administrative units across the country, as submitted by the Ministry of Home Affairs. The restructuring process will see the formation of 3,193 new communes and wards after mergers.
