Discipline imposed on MIC’s Party Civil Affairs Committee

The Secretariat of the Communist Party of Vietnam (CPV) Central Committee has decided to issue a warning as a disciplinary measure against the Party Civil Affairs Committee of the Ministry of Information and Communications (MIC) of the 2011-2016 tenure for its violations in the case regarding MobiFone’s purchase of 95 percent of the shares of AVG Audiovisual JSC.

Hanoi (VNA) – The Secretariat of the Communist Party ofVietnam (CPV) Central Committee has decided to issue a warning as adisciplinary measure against the Party Civil Affairs Committee of the Ministryof Information and Communications (MIC) of the 2011-2016 tenure for itsviolations in the case regarding MobiFone’s purchase of 95 percent of the sharesof AVG Audiovisual JSC.

The decision was made during the Secretariat’s meeting in Hanoi on July10 which was chaired by General Secretary of the CPV Central Committee NguyenPhu Trong.

According to theSecretariat, the MIC’s Party Civil Affairs Committee did notseriously obey the principles of the Party’s operations; violated the principleof democratic centralism and working regulations; showed a lack ofresponsibility and relaxed its leadership, management, inspection, andmonitoring.

These wrongdoings, the Secretariat said,resulted in the MIC and the MobiFone Telecommunication Corporation seriouslyinfringing upon legal regulations on building, assessing, approving, and carryingout the project, resulting in huge losses to the State assets.

The MIC’s Party Civil Affairs Committee also letsome of the ministry’s leaders seriously violate working regulations and failto complete their assigned tasks. At the same time, it did not seriouslyinstruct the implementation of the Government Inspectorate’s conclusions on theaforementioned project, the Secretariat said.

The serious violations committed by the MIC’s Party CivilAffairs Committee have led to huge losses to the State assets, seriouslyimpacting the operation and equitisation of MobiFone and the prestige of Partyorganisation and the MIC, as well as causing public concern. 

Regarding the case of Tran Viet Thang – member of theExecutive Committee of the Centrally-run Businesses Bloc’s Party Organisation,and Vice Secretary of the Party Committee of the Vietnam Cement IndustryCorporation (VCIC) – the Secretariat said that during Thang’s time serving asVice Secretary of the Party Committee and General Director of VCIC, andChairman of the Board of Directors and General Director of Ha Tien 1 Cement JSC,he violated the principle of democratic centralism and the organisational andoperational regulations of VCIC. He signed for the issuance and enforcement ofseveral regulations on business management beyond his competence.

Thang also violated the Law on Enterprises and the BiddingLaw, along with the Party’s regulations on things that a Party member is notallowed to do and on the responsibility of setting an example for otherofficials and Party members.

His violations were very serious, harming the interests ofbusinesses, causing bad public opinions, and negatively affecting the prestigeof the Party organisation and VCIC.

The Secretariat decided to relieve Thang from the posts ofmember of the Executive Committee of the Centrally-run Businesses Bloc’s PartyOrganisation and member of the Executive Committee of the VCIC’s PartyOrganisation.-VNA
