Enterprises given norms for operation in Vietnam

The Ministry of Planning and Investment has publicised norms for 267 conditional business areas to help enterprises meet requirements under the revised Investment Law which takes effect from July 1.
The Ministry of Planning and Investment has publicised norms for 267conditional business areas to help enterprises meet requirements underthe revised Investment Law which takes effect from July 1.

Theconditions are classified into 16 sections. They are national securityand defence; judiciary; finance; industry and trade; labour, invalidsand social affairs; and transport; construction; as well as informationand communications. The remaining conditions are education and training;agriculture and rural development; planning and investment; health;science and technology; as well as culture, sports and tourism; naturalresources and environment; and banking.

Each section has specificconditional business areas and provides the details of the conditionsthat must be complied with along with the existing regulations.

Business registrations for conditional business areas will be carried out in accordance with the requirements of these sections.

Businesscategories under conditional projects include distribution, logistics,healthcare, education, as well as tobacco production and printing.

Detailedconditions for all of these conditional business areas are listed onthe national business registration portal at dangkykinhdoanh.gov.vn.

TheInvestment Law states that business and investment conditions should becontained in laws, ordinances, decrees, and international treaties inwhich Vietnam is a signatory. Also, ministries, local authorities, andindividuals are not permitted to issue investment and businessconditions.-VNA

According to the agency, the move is aimed at ensuring the effective and synchronised implementation of the E10 transition roadmap under Circular No. 50/2025/TT-BCT, issued by the Ministry of Industry and Trade on November 7, 2025. The plan seeks to avoid delays or supply disruptions that could affect the domestic fuel market.

Private economic sector poised for breakthrough growth

More than a year after the Politburo's Resolution No. 68-NQ/TW on private sector development came into effect, expectations now extend beyond increasing the number of enterprises. Self-reliance in raw materials fuels Vietnam’s dairy growth

The strategy targets annual industry growth of 12-14% by 2030, with processed liquid milk output reaching 4.2 billion litres annually. Domestic fresh milk production is projected to hit 2.6 billion litres per year, meeting 60-65% of processing demand, while milk powder output is expected to reach 245,000 tonnes annually. Per capita milk consumption is targeted at 40 litres per year.
