Hanoi (VNA) – The fragmentation in the implementation of povertyreduction projects has been initially addressed, Chairman of theNational Assembly’s Committee for Ethnic Minority Affairs Y Thanh Ha Nie KDam said on October 30.

At a discussionduring the legislature’s ongoing sixth plenary session on the implementation of the NA's resolutions on the national target programmeson new-style rural area building for 2021-2025, sustainable povertyreduction for 2021-2025, and socio-economic development in the mountainous andethnic-inhabited areas for 2021-2030, the official said that thisis the first time the legislative body has conducted the concurrent mid-term supervisionover the three national target programmes, and supervision has been conducted on the Government, 11 ministries and sectors, and15 provinces representing all regions.

Regarding the programme on new-style rural area building, he said that the minimum capital approved for the programme forthe 2021-2025 period is 196.3 trillion VND (nearly 8 billion USD).

As of June 30, 6,022 out of the 8,177 communes, or 73.65%, and263 out of the 644 district-level units, or 40.8%, had been recognised as new-stylerural areas. There were also 1,331 advanced and 176 model new-style ruralcommunes. Nineteen provinces and centrally-run cities have 100% of theircommunes meeting all criteria.

However, he pointed to several shortcomings, including slowdisbursement of central budget, overlap in direction and guiding documents, lack of drastic directions of several localities, and the poorly uniform results inbuilding new-style rural areas.

Regarding the 75-trillion-VND national target programme onsustainable poverty reduction, the official said that the programme hasbasically achieved goals of reducing the rate of poor households and the rateof poor ethnic minority households as set out in the NA’s Resolution 24.

Along with the slow allocation of central budget, the officialstated that poor districts still pay attention to assessing the decrease in thepoverty rate, without having accurate evaluation on the increase in annual percapita income.

As for the 137.6-trillion-VND programme on socio-economicdevelopment in the mountainous and ethnic-inhabited areas, Y Thanh Ha Nie Kdam statedthat the programme initially helps narrow the gap in living conditions andincomes between these areas and the national average.

He cited the Government report as saying that the povertyrate among ethnic households in 2022 reduced by 3.4%, surpassing the assignedtarget.

The NA supervision delegation proposed the Government andthe Prime Minister direct ministries and sectors to review, amend, andsupplement inappropriate mechanisms and policies; and soon address shortcomingsand difficulties related to land, housing, production land, water for dailyactivities, and planning for the mountainous and ethnic-inhabited areas./.

Vietnam now stands at the threshold of a new development era, driven by strong aspirations and substantial potential. The 14th Party Congress is, therefore, of decisive importance for the country’s future transformations, particularly amid an international environment marked by uncertainty and volatility. While this phase may be among the most complex of the renewal process, it also presents a critical opportunity for Vietnam to break through and evolve from an “Asian tiger” into a regional “dragon.”
