Ho Chi Minh City has implemented the second phase (2012-2016) of UNCICEF-funded “Children Friends Project”, which aims to design better policies to protect children’s rights.
The UN Children’s Fund (UNICEF) and the municipal Department of Labour, War Invalids and Social Affairs and UNICEF on June 12 held a technical seminar on the implementation of the phase.
The 3.86 million USD project, carried out in five districts, including District 12, Binh Thanh, Binh Tan, Nha Be and Can Gio, focuses on implement measures to observe children’s rights; protecting children, especially vulnerable ones; building a child-friendly judicial system; and providing development-targeted services and ensuring children rights for education.
Vice Director of the municipal Department of Labour, War Invalids and Social Affairs Nguyen Thi Tuyet Nhung said that the second phase will help the city achieve its five-year socio-economic development plan, especially in areas related to child protection, education and health care.
The first phase (2010-2012) of the project helped almost all children in project areas gain access to services on health care, nutrition, clean water, environmental hygiene and education.
According to the department, HCM City now has more than 70,000 children with special difficulties. Over the past five years, the city has reported 575 child sexual abuses. In 2010, about 1,000 children committed crimes, accounting for 12 percent of the city’s total cases.-VNA
