Hanoi (VNA) - The Southeast region master plan, with a vision to 2050 is a step to firm up the National Master Plan, demonstrating major and basic orientations of the national-level sector plans on spatial development. It helps "pave the way" to create driving forces for development potential, and a new development space for the country and the region.
Minister of Planning and Investment Nguyen Chi Dung made the statement at the conference of the Coordinating Council for the Southeast Region themed "Consultation on Planning for the Southeast Region for the period 2021-2030, a Vision to 2050," held in Ho Chi Minh City on November 26.
The minister said his ministry has closely coordinated with stakeholders in the region to devise the regional master plan.
According to Minister Dung, this regional plan emphasises the need to innovate the growth model, with priority to the development of a number of modern industries and services to become growth drivers. These sectors include the semiconductor industry, chip manufacturing, and, of course, financial services (associated with turning Ho Chi Minh City into a global financial hub).
However, there remain limitations and great challenges in the region’s socio-economic development. Therefore, the Southeast Regional Master Plan has researched and put forth new, breakthrough proposals, he said.
Prime Minister Pham Minh Chinh, who is also chairman of the council, said in his opening speech that following the 13th National Party Congress, the National Assembly and the Government issued resolutions to realise the Politburo’s resolutions on socioeconomic development for the Southeast region.
So far, the drafting, appraisal and approval of 107 out of 111 master plans in the national planning system have been completed. Therefore, the building and perfection of the master plan for the Southeast region has advantages, he said.
He requested that the master plan for the Southeast region should take into account leveraging human and natural resources, culture, history, and external resources such as finance, technology, and management to sustainably develop the region into a dynamic and growth-driving area of the country.
The PM asked delegates to discuss development perspectives and directions for the region, delving deeper into the solutions mentioned in the regional master plan. These will be submitted to the council for consideration before being presented to the PM for final approval.
The Southeast region consists of Ho Chi Minh City and five provinces - Dong Nai, Binh Duong, Ba Ria - Vung Tau, Binh Phuoc and Tay Ninh. It covers 23,551 sq.km, or 7.1% of the country's area.
The population is about 18.8 million people, accounting for 18.9% of the country's population (2022). As the country's largest economic centre, the Southeast region holds a particularly important position and role in the nation's socioeconomic development.
In 2022, its GRDP accounted for about 31% of the country. Exports contributed about 35% and budget revenue accounted for about 38% of the country. Its per-capita GRDP is 1.64 times higher than the country’s average. The urbanisation rate of the region is 66.5%, equal to 1.8 times the national average./.
