Hanoi (VNA) – The national scientific conference themed “80-year Outline on Vietnamese Culture (1943-2023): Origin and Motivation for Development” will take place on February 27, with video links to 63 localities nationwide.

The event will focus on two main topics, including the theoretical and practical value of the Outline on Vietnamese Culture, drafted by Party General Secretary Truong Chinh, and the Vietnamese culture and people as spiritual foundation and motivation for national development in the new period.

Under the plan number 371/KH-BVHTTDL signed by the Minister of Culture, Sports and Tourism Nguyen Van Hung, the conference aims to contribute to the widespread dissemination of the historical significance and core theoretical and practical values, and the impact of the Outline on Vietnamese Culture over the past 80 years.

Through the conference, delegates are expected to further clarify and gain a profound understanding of the core values of the Outline, the application and promotion of its values throughout different historical periods. The conference will also highlight the achievements that the Vietnamese cultural sector has attained under the culture development policies of the Party.

The conference will also identify issues that need to be supplemented and improved in the process of applying values of the Outline, thus proposing solutions to effectively promote the value of this document towards the goal of cultural revitalisation and development of a Vietnamese culture imbued with national identity.

The Vietnam Institute of Culture and Arts Studies under the Ministry of Cuclture, Sports and Tourism, is responsible for organising the conference.

During a meeting discussing the plan for organising the conference, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasised the need for the Vietnam Institute of Culture and Arts Studies to accelerate the preparation of key contents, particularly presentations of speakers, scientists, and managers.

It is necessary to ensure the quality of the presentations, aiming to produce valuable research outputs that are feasible and practical, he said.

According to Assoc Prof., Dr. Nguyen Thi Thu Phuong, Director of the Vietnam Institute of Culture and Arts Studies, the Party has always recognised the importance of culture for the overall development of the nation. The “Outline on Vietnamese Culture” 1943 exemplified this strategic vision.

Over time, the three principles of culture development in the Outline "Ethnicity, Science and Massification" have always proved the correctness and orientation for cultural development.

The context of 1943 posed urgent issues that necessitated the creation of Vietnam's first Outline on Vietnamese Culture, providing guidance for cultural practitioners, especially cultural managers, to develop culture in a direction that emphasises national identity, and massification and scientification orientation, Phuong said.

“We have witnessed significant changes and fluctuations in social life over the last eight decades. However, in any period or context, the value of the Outline on Vietnamese Culture 1943 remains intact”, she stressed.

In the framework of the conference, delegates will attend an opening ceremony of a photo exhibition titled “80-year Outline on Vietnamese Culture (1943-2023): Origin and Motivation for Development”./.
