The 11th Vietnam E-government Symposium was held in Hanoi on August 28 with the theme “Enhancing operational capability: Driving collaboration, transparency, and citizen engagement”.
This year’s event, co-organised by the International Data Group (IDG) and the CIO & CEO Club, included a talks on the roles of ministries and state agencies in managing and implementing national programmes on e-government, as well as experience in the implementation in localities, with a view of seeking measures for the term 2013-2015.
The keynote reports and thematic discussions focused on new technology trends in e-government development, public services supply capacity, as well as operation capacity and cooperation effects.
Now in the third year of implementation, the National Programme on IT application in State agencies (2011-2015) and the Public Administration Reforming Programme (2011-2020) have yielded positive outcomes. All 22 ministries and ministerial agencies as well as 63 local governments have established their own official online information portals. Ninety five percent of ministries and ministerial agencies, 98 percent of provincial governments and 55 percent of district governments apply document management softwares and online management systems.
According to IDG, the experience of citizens and corporate, however, is one of the most critical measure that reflect how Vietnam’s e-government is being developed.
Hence, during this period, the focus of e-government development is being shifted from improving the management function in public entities to serving the society.-VNA
