Dr. Le Thi Chien, Deputy Director of the Department of Science Management under the Ho Chi Minh National Academy of Politics, said that streamlining the apparatus is neither a "subjective wish" of the Party nor an "imposed" policy or a tool for "factional purges" as hostile, reactionary and politically opportunistic forces have claimed.
The two-tier local government model has operated relatively stable despite heavy workloads and high reform demands. Many localities have quickly adapted, while people have shown support for streamlined administration and expectations for a more modern, efficient and accountable public sector.
Authorities at both central and local levels have emphasised that further institutional reform, stronger discipline, enhanced digital transformation and effective personnel arrangements will be essential to ensuring the two-tier local administration model becomes a true driver of fast and sustainable national development.
With 2026 designated as the “Year of grassroots officials,” Politburo member and Permanent member of the Party Central Committee’s Secretariat Tran Cam Tu underscored the need to promptly address bottlenecks identified in the one-year review, thereby enhancing the effectiveness of commune- and ward-level administrations and strengthening the grassroots workforce.
Under the chair of Secretary of the NA Party Committee and NA Chairman Tran Thanh Man, participants also gave their opinions on amendments and supplements to to the Law on Election of Deputies of the NA and the People's Councils, as well as the progress of amendments and supplements to certain provisions of the Constitution 2013.
Staff recruitment, appointments, and transfers at all levels of government, which started on March 7, will remain in place until the restructuring plan is finalised. This includes the dissolution of district-level administrative units, the merger of provincial-level units, and the reorganisation of commune-level units, all aimed at streamlining the political system’s organisational structure.
