The leader welcomed Hanoi’s growth ambition of at least 11%, saying it demonstrates the capital’s pioneering role, but such a goal cannot be attained under the old growth model and outdated approaches.
A Hanoi official called for the swift implementation of new mechanisms and policies, particularly the revised Capital Law, through detailed action plans, describing this as the key step to translate institutional advantages into tangible growth and help the capital achieve double-digit expansion for this year.
Under the law, the municipal People’s Council is empowered to decide policies and criteria for urban renovation, upgrading and redevelopment to address issues such as population density, environmental protection and urban development. It may also approve special mechanisms for major and important projects, subject to higher-level approval and consultation with relevant ministries and sectors.
