At Border Marker No. 460, the two defence ministers jointly took part in the traditional ceremony of repainting the marker. Beyond its symbolic significance, the ceremony reflected the determination of the two Parties, States and armed forces to safeguard every marker of national sovereignty, preserve the achievements of border demarcation and marker planting, and develop the Vietnam–Laos border into a symbol of peace, stability, cooperation and development.

The Vietnamese minister also affirmed that the Party, State, Government, army, and people of Vietnam will always remember the support and assistance of the Party, State, Government, army, and people of Laos in the past struggle for independence and national unification in the past, as well as in the current process of national construction and protection.

Both sides hailed defence cooperation as a cornerstone of bilateral relations, noting its growing diversity, enhanced mechanisms, and improved quality in areas such as human resource training, defence capability building, and industry development.

Sen. Lt. Gen. Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army (VPA) and Deputy Minister of National Defence, met with his Lao counterpart Sen. Lt. Gen. Khamliang Outhakaysone in Vientiane on September 4, on the sidelines of the 21st ASEAN Chiefs of Defence Forces Meeting (ACDFM-21).

A high-level delegation of the Vietnam People’s Army (VPA) led by Chief of the army’s General Staff and Vice Minister of National Defence Senior Lieutenant General Nguyen Tan Cuong joined a series of meetings in Vientiane on May 10 as part of his trip to Laos.

Prime Minister Pham Minh Chinh received visiting Lt. Gen. Khamliang Outhakaysone, Deputy Minister of National Defence and Chief of the General Staff of the Lao People’s Army, in Hanoi on June 2.
