The Government has so far issued a resolution packed with several mechanisms to tackle legal hurdles impeding social housing projects, plus a decree amending and supplementing a number of rules in housing and real estate business decrees.
The establishment and operation of a National Housing Fund is an urgent and challenging task, but it must be implemented within the next few years, ensuring feasibility and close links with real demands, having flexible management mechanisms, and avoiding waste, according to Deputy Prime Minister Tran Hong Ha.
Despite many support policies, Vietnam has met just 22.6% of its 2025 goal to build 100,000 social housing units. A 5.7 billion USD credit package remains largely undisbursed.
Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development will be implemented over five years, starting from June 1, 2025. A notable provision of the Resolution is the establishment of the National Housing Fund.

The Standing Committee voiced support for refining the resolution to reduce administrative procedures, strengthen decentralisation to local authorities, and expand policy support for people, particularly those impacted by the restructuring and consolidation of administrative units.
