As of July 30, ministries, agencies and localities had conducted a preliminary review of more than 43,000 legal normative documents nationwide, identifying provisions that need to be amended, supplemented, replaced or annulled.

Party General Secretary and State President To Lam emphasised that assignments must not be reduced to slogans and rejected situations where agencies report that initiatives have been launched, studied or disseminated without being able to identify completed deliverables, promulgated legal documents, simplified administrative procedures, resolved legal inconsistencies, and accountability at leadership level.
According to the top legislator, the NA has in recent years significantly reformed its legislative approach by ensuring that laws regulate only matters falling within the legislature’s authority, while more detailed provisions are delegated to the Government and ministries to improve flexibility and responsiveness.
Since April, the Government has issued 11 resolutions abolishing 56 conditional business lines. Compared to the 2025 Law on Investment, the number of conditional business sectors has been reduced by more than 28%, from 198 to 142. The resolutions also revised regulations governing 14 conditional business and investment sectors.
One of the key breakthroughs of the new resolutions is the shift from a traditional management-oriented approach to a development-enabling model. The proposed policies are designed not only to address current issues but also to establish the foundation for a more modern, proactive and flexible system of urban governance.
To establish a breakthrough institutional framework for the city’s development in the new era, the resolution calls for the formulation and enactment of a Special Urban Law.
