OVs offer more than capital; they also bring knowledge, technology, management experience, and international market access. Vietnam needs to advance high technology, digital transformation, artificial intelligence, green economy, environmental protection, education and training.
While the earlier resolution focused on encouraging OV resources, providing support and enhancing the great national solidarity, Resolution No. 23-NQ/TW places greater emphasis on accompanying OVs, creating favourable mechanisms and effectively mobilising resources from OV communities to assist with the homeland's development.
Nguyen Vu Minh Hoang proposed a breakthrough task for the 2026-2030 period – building a “Ho Chi Minh City OV resource map” with data on individuals’ expertise, capabilities and potential contributions across fields.
The resolution marks a significant shift in strategic mindset, for the first time defining the more than 6.5 million Vietnamese living abroad as a “strategic resource” for national construction, development and defence. For many overseas Vietnamese, this represents a transition from simply being supported and mobilised to actively “accompanying and co-creating” development mechanisms.
As an inseparable part of the Vietnamese nation, OVs represent a vital source of capital, knowledge, science and technology, management expertise, international networks and influence in their host countries. They are both beneficiaries of the State's support and protection policies and active contributors to Vietnam's foreign affairs, helping connect international resources with the country's and each locality's development needs.
The 14th National Party Congress is expected to continue to expand and further specify policies aimed at attracting overseas Vietnamese, particularly the Vietnamese community in France—one of the largest and longest-established communities in Europe, numbering around 350,000 people and exceeding 600,000 when including French citizens of Vietnamese origin.
