At discussions with financial institutions and investment funds, the Deputy PM said the visit aimed to concretise high-level commitments between Vietnam and the US under their Comprehensive Strategic Partnership, particularly following Party General Secretary To Lam’s US visit in February, while introducing the VIFC and calling for investment and partnerships in the finance and banking sectors.
Binh called on US businesses and investors to partner with Vietnam in building and operating the centre, particularly in developing specialised financial products and services that could give the hub a distinct competitive edge and position it as an important node in the global financial network.
Standing Deputy Prime Minister Nguyen Hoa Binh, who chairs the IFC’s Governing Council, said that the establishment of the centre in Ho Chi Minh City and Da Nang represented the initial realisation of a major task set out in the Resolution of the 13th National Party Congress. While characterising the launch as an early milestone rather than a final achievement, he underscored that it reflected meticulous, methodical and determined preparations at multiple levels of government.

The project was approved by the Ministry of Industry and Trade (MoIT) on December 19, 2023. Previously, on December 5, 2025, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s standing members to discuss proposed mechanisms and policies to step up the project.
