US initiates anti-dumping investigation on Vietnamese paper plates

The US Department of Commerce (DOC) issued a notice of initiating a countervailing duty investigation (C-552-840) on certain paper plates imported from Vietnam at the request of the American Paper Plate Coalition on February 14, according to the Department of Trade Defence under the Ministry of Industry and Trade (MoIT).

Hanoi (VNA) - The US Department of Commerce (DOC) issued a notice of initiating a countervailing duty investigation (C-552-840) on certain paper plates imported from Vietnam at the request of the American Paper Plate Coalition on February 14, according to the Department of Trade Defence under the Ministry of Industry and Trade (MoIT).

Under the notice, the DOC initiated a Countervailing duty & Less Than-Fair-Value investigation on Paper plates from Vietnam.

The investigation includes paper plates cut from rolls, sheets or other pieces of paper and/or paper board, may be embossed, may have foil or other substances adhered to their surface.

For the scope of the investigated products, the DOC will consider the opinions of all parties before issuing preliminary findings.

The deadline for comments on the scope of the investigation is by 5:00 p.m on March 5, 2024 (US time), and for rebuttal comments thereon by 5:00 p.m. on March 15, 2024 (US time).

According to the plaintiff's petition, from December 2022 to November 2023, the volume of imports coded 4823.69.00.40 from Vietnam to the US was approximately 3,240 tonnes, accounting for about 4.02% of the total imports into the US.

Statistics from the US International Trade Commission (ITC) show that, Vietnam exported 9.3 million USD and 9 million USD worth of this product to the US in 2022 and 2023, respectively.

The Department of Trade Defense said DOC issued a Quantity and Value Questionnaire to nine businesses named in the investigation request to collect information to select a mandatory defendant in the case.

Companies not named in the petition but exporting this item to the US can still respond to this questionnaire.

The anti-dumping investigation period is from July 1, 2023 – December 31, 2023, and the countervailing investigation period is from January 1 - December 31, 2023.

The Department of Trade Defence has suggested the Vietnam Pulp and Paper Association (VPPA) provide updated information for relevant production and export companies affected by the investigation.

Relevant producers and exporters were advised to keep close watch on the development of the case. The focus is to proactively study and understand the regulations, procedures, and sequences of anti-dumping and countervailing investigations on the US. This will guide diversifying export markets and products, and fully cooperate with the US investigating agency throughout the process./.
