(Photo: VNA) Hanoi (VNA) – Prime Minister PhamMinh Chinh attended a special art show in Hanoi on February 28 marking the 80th anniversary of the Outline of Vietnamese Culture, the first document on culture launched by the CommunistParty of Vietnam (CPV) in 1943.
Directed by theMinistry of Culture, Sports and Tourism and co-hosted by the Party CentralCommittee’s Commission for Information and Education and Vietnam Television(VTV), the event was televised on the VTV1 channel.
In his opening speech, PM Chinh recalled that 80years ago when the semi-feudal colonialregime deteriorated, the Outline of Vietnamese Culture, drafted by PartyGeneral Secretary Truong Chinh, was approved by the CPV Central Committee’s Standing Board in February 1943, becoming the first official document onculture of the CPV.
Over the past eight decades, the Outline ofVietnamese Culture has been applied flexibly, creatively, effectively by theCPV for national construction and defence, he said, adding that Vietnameseculture, literature, and arts have become sharp weapons on the ideological front. TheVietnamese culture is gradually reaching out to the world with many uniqueproducts and values that are highly respected and welcomed by internationalfriends.
The PM suggesting further enrichingcontents in the Outline of Vietnamese Culture and effectively performing theParty and State’s policies and laws, and Party General Secretary Nguyen PhuTrong’s directions at the National Cultural Conference like “Culture must beput on par with economy, politics and society”, “Cultureis the spiritual foundation of society, both the goal and the inherentstrength, and an important driving force for national development”.
According to the government leader, itis a must to continue renewing the Party leadership and improving theefficiency and effectiveness of State management on culture, invest in therapid and sustainable development of culture, build the national value system,cultural values and human standards that are closely linked to preservation and development of Vietnamese family values inthe new era.
He requested building a healthycultural environment to serve citizens, developing a digital cultural environmentthat is appropriate to the digital economy, society and citizenship amid thefourth industrial revolution; and study international experience to developcultural and entertainment industry that suit Vietnam's realities.
A performance at the event (Photo: VNA) The PM also asked for popularising Vietnam’stangible and intangible cultural heritages thatpossess competitive advantages in the world such as Ha Long Bay, Hoi AnAncient City, Phong Nha-Ke Bang, Bac Ninh love duet singing, Then singing, and Thai dances,among others.
Under the theme “Outline of Vietnamese Culture –Historical imprints”, the 70-minute event comprised three parts praising theParty, President Ho Chi Minh, the nation and its culture.
It saw performancesby artists of the Vietnam Contemporary Art Theatre in collaboration with theCentral Science and Documentary Film Studio, the Vietnam National Academy ofMusic, the Vietnam Dance Academy, the Ministry of Public Security’s drumtroupe, the Ministry of National Defence’s ritual art troupe, the HanoiUniversity of Culture and the National University of Arts Education.
In 1943, by applying Marxism and the guidelines of the Party and leaderNguyen Ai Quoc, Party General Secretary Truong Chinh wrote the Outline of Vietnamese Culture (also known as the 1943 Outline on Culture), stressingthat the content, nature, organisation and development orientation of acultural revolution can only be associated with the national liberationrevolution and a cultural revolution can be realised when the politicalrevolution has succeeded.
The document defined that Vietnamese culture,consisting of ideology, learning, and arts, “will be liberated by thedemocratic revolution and freed from shackles and could catch up with theworld's neo-democratic culture”./.
