Hanoi (VNA) – The 12th National Party Congress is a congress of solidarity – democracy – discipline – renovation, demonstrating the resolve to continue stepping up reform comprehensively and synchronously and promote the country’s rapid and sustainable development.

Party General Secretary Nguyen Phu Trong made the remark while delivering a report of the 11th Party Central Committee at the opening session of the 12th National Party Congress in Hanoi on January 21 morning.

The report highlighted five core contents of the documents submitted to the Congress: firmly advancing on the path of reform; developing rapidly and sustainably and striving to soon basically turn Vietnam into a modernity-oriented industrialised country; firmly safeguarding the Fatherland, maintaining a peaceful and stable environment, improving the effectiveness of external activities, and proactively and actively integrating into the world; putting into play the strength of the national great unity and socialist democracy, and building and perfecting the law-governed socialist State; building a pure and strong Party, and improving the Party’s leadership and combat capacity.

The report also reviewed Vietnam’s achievements together with weaknesses and shortcomings in the past five years in such spheres as politics, security, defence, economics, culture, society, education and training, science and technology, diplomacy and international integration.

Regarding the attainments during the three decades of Doi Moi (Reform), the report affirmed that this is an important period during the cause of national construction and defence.

Generally speaking, Vietnam has obtained great and historic accomplishments on the path to socialism and national protection. However, there remain a number of major and complex issues along with flaws that must be dealt with to develop the nation rapidly and sustainably.

The report underlined that the abovementioned achievements prove that the Party’s reform policy is sound and creative, and the country’s path to socialism is in accordance with the domestic reality and the development trend in history, providing an important prerequisite and foundation for continued reform and vigorous growth in the years to come.

It also pointed out that the reform period requires more comprehensive and synchronous development in terms of politics, economics, culture, society, defence, security, and diplomacy. Among them, socio-economic development is the focus, Party building is the key, building culture and human resource is the spiritual foundation; and enhancing national defence and security is a vital and regular task.

To conclude, the report named six focal missions for the 12th tenure. The first is to enhance Party building and reorganisation; prevent and fight the degradation of political thought, morality and lifestyle; and train a contingent of capable and prestigious officials who can perform well their tasks.

The second mission is to organise a political system with lean, efficient and effective apparatus; and bolster the fight against corruption, wastefulness and bureaucracy.

Thirdly, it is necessary to promote the growth quality, labour productivity, and the economy’s competitiveness; and accelerate national industrialisation and modernisation with attention to rural areas and new-style rural area building.

The fourth task is to resolutely and consistently struggle to firmly safeguard the country’s independence, sovereignty, unity and territorial integrity; and ensure peace and stability for national development.

The fifth mission is to mobilise all resources and people’s creativity; promote the people’s right to mastery and the strength of the national great unity.

The last is to put into play the human factor in all spheres of the society; and develop human resource in terms of morality, personality, lifestyle, intelligence and working capacity.-VNA
