-National Assembly (NA) Chairman Vuong Dinh Hue on February27 attended the NA Standing Committee’s conference to implement foreign affairswork of the legislature in 2023.
Speaking at the event, NA Permanent Vice ChairmanTran Thanh Man highlighted the need to continue strengthening cohesion andcoordination with Party, State and people-to-people diplomacy, and bring intoplay parliamentary diplomacy in order to maximise synergy in implementing thecountry’s foreign policy to ensure national interests.Read full text

- The “Outlineon Vietnamese Culture” 1945, drafted by Party General Secretary Truong Chinhhas created a consensus in awareness and ideology of culture among people,especially intellectuals and artists, and encouraged people’s patriotism anddevotion for the revolution, thus becoming a torch lighting the way for thedevelopment of a new culture, President of the Ho Chi Minh National Academy ofPolitics (HCMA) and Chairman of the Central Theory Council Nguyen XuanThang. 
Inhis opening remarks at a national scientific conference themed “80-year Outlineon Vietnamese Culture (1943-2023): Origin and Motivation for Development” inHanoi on February 27, Thang underlined that over the past 80 years, the document,the first platform on culture of the Communist Party of Vietnam (CPV), hasbecome a lodestar for the nation through two prolonged struggles as well asduring the national construction and the building of a country of independence,freedom and happiness following the national reunification.Read full text

-Vietnam’sexperience in poverty reduction and the country’s programmes and policies toeliminate poverty and improve people’s living conditions and life quality werediscussed at a webinar held recently in Toronto, Canada.

-Morethan 30,000 disadvantaged children have benefited from a project to supportneedy children in studying and meals that has been implemented since 2019 in 55cities and provinces nationwide, heard a conference held in Hanoi on February27.
According to the National Fund for VietnameseChildren under the Ministry of Labour, Invalids and Social Affairs, the projectaims to help with the development of disadvantaged children, contributing tocompleting the goals of the National Action Programme for Vietnamese Childrenin the 2012-2020 period.Read full text

-DoctorNguyen Viet Giap, Director of Ba Ria-Vung Tau Eye Hospital, has been honouredwith the 2023 Asia-Pacific Academy of Ophthalmology (APAO) Outstanding Servicein Prevention of Blindness Award.
The award, the noblest in the field ofophthalmology in the region, was presented to the doctor along with 17 othersat the 38th APAP Congress in Malaysia on February 25.Read full text

-The Vietnam Young Physicians’ Association (VYPA) has announced digitaltransformation activities and launched a programme named “Health digitalstart-up Clinic4.0”.

Vietnam promotes defence cooperation at Eurosatory 2026

During the event, the Vietnamese delegation met with major French defence firms, including Airbus and UNAC, to discuss technology transfer, human resource training, technical support and defence industry development. Top leader urges education sector to make fundamental shift in mindset

Implementation of Resolution 71 must be carried out with strict discipline, regular inspections and continuous monitoring. The Ministry of Education and Training should establish a transparent system for tracking implementation through specific and regularly updated indicators. Each objective must be translated into concrete tasks, resources, timelines and responsible agencies.

📝 OP-ED: Democracy and happiness – core values for building public trust

At the heart of the model is the principle that all policies must be designed for the people, rooted in the people’s aspirations and dedicated to serving their interests. Citizens will play an active role in governance through access to information, participation in decision-making, oversight of public affairs and equitable access to development outcomes. In this context, democracy and happiness of the people are not only development goals but also the most accurate benchmarks for evaluating the effectiveness of local governance and the capacity of grassroots authorities to serve their communities.
