Technical and environmental supervision must be given top priority throughout the process of construction and operation of Tan Rai bauxite-alumina complex and Nhan Co alumina project, said a senior legislator.
Head of the National Assembly’s Committee for Science, Technology and Environment Dang Vu Minh made the request while leading a delegation of officials from the NA, the Government’s Office and independent scientists to inspect the projects, especially the safety of red sludge reservoirs, in the Central Highlands provinces of Lam Dong and Dak Nong on Nov. 6-7.
Invested by the Vietnam Coal-Mineral Industries Group (Vinacomin), the Tan Rai bauxite-alumina complex is designed to exploit bauxite ores to produce alumina. With an expected lifespan of 30 years, the 11.35 trillion VND (668 million USD) project comprises an alumina plant and an ore processing facility.
According to the investor, the alumina plant has to date had 88 percent of its work completed, while the ore processing facility has accomplished 40 percent of the building and installation workload. The first batch of alumina will be processed in April 2011.
Mine waste will be stored in reservoirs within an enclosed valley far from residential areas and large river basins. The reservoirs, covering a total area of 318 ha, are divided into multiple compartments.
The compartment dykes are said to be able to withstand earthquakes registering up to 7.0 on the Richter scale. A contingency dyke has also been built 100 metres away from the last red sludge reservoir dyke to prevent toxic waste from leaking out.
Vinacomin’s Deputy General Director Duong Van Hoa said after carefully studying the recent red sludge leak in Hungary , Vinacomin asked the contractor to improve the original design by building another sluice gate at the base of the contingency dyke that could contain toxic waste during a breach incident.
Vinacomin pledged to adopt strict controls and a high degree of responsibility while carrying out the project under the oversight of three professional consultancy agencies, concerned ministries and agencies, and independent scientists.
The Nhan Co alumina project is being built at an investment of over 11.62 billion VND, and is funded by the Nhan Co Alumina Joint Stock Company - a subsidiary of Vinacomin. It is designed to have an output of 650,000 tonnes of alumina a year and a lifespan of more than 50 years.
Completion of the plant and test and delivery to the investor is expected within two years and the construction of auxiliary works is now underway./.
