Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc chaired a cabinet meeting on November 27 on the drafting of Resolution No.01 on major tasks and solutions to implement the socio-economic development and State budget estimate for 2019.
The PM underlined that the resolution should clarify tasks and specific projects, strictly implementing the resolutions of the Party Central Committee and the National Assembly, aiming to maintain the growth speed.
Targets stated in the resolution should convey the Government’s determination to make breakthroughs and encourage innovation, he said.
The PM added that after the resolution is completed, it is necessary to continue gathering ideas from ministries, sectors, and the community in order to seek timely solutions to problems.
According to the Ministry of Planning and Investment, Resolution No.01 has nine specific tasks and solutions, including detailed tasks and responsibilities of ministries, sectors, and localities as well as their leading officials, and the empowerment of them in the implementation of the tasks.
Regarding the building of Resolution No.19 on the improvement of the business environment and national competitiveness, the Government leader said that the resolution should be issued soon at the beginning of 2019 along with Resolution No.01, with a careful calculation of goals which should be clear and transparent for easy supervision and evaluation.
He stressed the need for leading officials of ministries, sectors, and localities to direct the implementation of specific criteria, together with strict punishment on those with poor performance.
It is necessary to consider economic growth a focus of the Government, while ensuring the growth remains of high quality.
Over fiscal policies and public investment, he highlighted the need to continue restructuring the budget to ensure effective investment and expenditure.
The Ministry of Finance should closely control wastefulness, he said, while thoroughly dealing with problems in build-operate-transfer (BOT) and build-transfer (BT) projects, and pay more attention to tax reform.
The Government leader also underscored the need to control inflation, promote e-payment and the building of a national database, as well as motivate the development of technology firms. –VNA
