Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc chaired a cabinet meeting on November27 on the drafting of Resolution No.01 on major tasks and solutions to implementthe socio-economic development and State budget estimate for 2019.
The PM underlined thatthe resolution should clarify tasks and specific projects, strictlyimplementing the resolutions of the Party Central Committee and the NationalAssembly, aiming to maintain the growth speed.
Targets stated in theresolution should convey the Government’s determination to make breakthroughsand encourage innovation, he said.
The PM added thatafter the resolution is completed, it is necessary to continue gathering ideasfrom ministries, sectors, and the community in order to seek timely solutionsto problems.
According to theMinistry of Planning and Investment, Resolution No.01 has nine specific tasksand solutions, including detailed tasks and responsibilities of ministries,sectors, and localities as well as their leading officials, and the empowermentof them in the implementation of the tasks.
Regarding the buildingof Resolution No.19 on the improvement of the business environment and nationalcompetitiveness, the Government leader said that the resolution should beissued soon at the beginning of 2019 along with Resolution No.01, with a carefulcalculation of goals which should be clear and transparent for easy supervisionand evaluation.
He stressed the needfor leading officials of ministries, sectors, and localities to direct theimplementation of specific criteria, together with strict punishment on thosewith poor performance.
It is necessary toconsider economic growth a focus of the Government, while ensuring the growthremains of high quality.
Over fiscal policiesand public investment, he highlighted the need to continue restructuring thebudget to ensure effective investment and expenditure.
The Ministry ofFinance should closely control wastefulness, he said, while thoroughly dealingwith problems in build-operate-transfer (BOT) and build-transfer (BT) projects,and pay more attention to tax reform.
The Government leaderalso underscored the need to control inflation, promote e-payment and thebuilding of a national database, as well as motivate the development oftechnology firms. –VNA
