The elections of deputies to the National Assembly and representatives to the people’s council at all levels offer the people an opportunity to exercise their constitutional rights.

Party General Secretary Nguyen Phu Trong was speaking in Hanoi on February 10 at a national conference to launch the Political Bureau’s instructions regarding the elections to the 13th NA and the people’s council at all levels for the 2011-16 term.

Trong, who is also NA Chairman and President of the Election Council, said the elections are events of great importance and require an all-out effort to help the entire population fully apprehend the special significance of these events.

He asked that communication campaigns be better organised so people can understand the position, role, functions and tasks of the people-elected bodies within the State structure.

These campaigns should help to heighten people awareness of their rights, political obligations and responsibilities in building and reinforcing a socialist rule-of-law state of the people, by the people and for the people, Trong said.

He asked all party committees, administrations, mass organisations, fatherland fronts and electioneering offices at all levels to be fully prepared and organise the elections successfully in a democratic, equal, law-abiding, trustworthy and economical manner.

Consultative conferences must be held to introduce the candidates who are competent enough to perform their tasks as the people’s representatives, Trong noted, also stressing on the importance of holding talks between the candidates and voters to enable both to understand each other’s needs and aspirations.

During the conference’s afternoon session, the participants discussed further tasks related to the elections.

To close the conference, Party General Secretary Trong asked all localities to seriously follow the Party Central Committee’s guidance and documents to map out their own plans scientifically to deploy the upcoming elections successfully.

The entire political system must focus on instructing the election work, promptly figuring out and addressing problems arising during the process, Trong concluded./.
