Hanoi (VNA) – Digital transformation is driven by business leaders who have a good understanding of the digitisation process, Director of the Digital Transformation Strategy Institute under the Vietnam Digital Media Association Le Nguyen Truong Giang told the Vietnam News Agency.

Leaders need to make wise investments, and decide the best digitalisation measures, the official said. He added digital transformation means creating fundamental changes to the whole organisation which helps leaders better manage their establishments, and that the transformation can also help business adapt to a new era in business and the economy.

“We have talked a lot about digital transformation, but its essence has yet to be completely understood. In my opinion, the biggest obstacle to the nation’s digitalisation process is that people, businesses, and state agencies lack a deep understanding about it,” he said.

In a bid to promote digital transformation, Giang said that a theoretical foundation is necessary to guide organisations, businesses, and individuals to go digital. The institute published a book on national digital transformation on September 12, giving comprehensive instruction to accelerate the process.

The Digital Transformation Strategy Institute has compiled fundamental documents, giving consultancy and building training courses for high-level digital transformation experts, Giang said, adding human resources training is important as it allows employees to work effectively in the digital environment.

The official further said that Vietnam is in the initial development phase of digitalisation, with the National Population Database in the process of being branched out.

He also pointed out that shortage of an open platform and open data has hampered data access and sharing, which creates a barrier for the implementation of online public services.

The National Digital Transformation Programme approved by the Prime Minister in June 2020 targets the goals of developing a digital government, digital economy, and digital society. It also aims to form digital technology enterprises with the capacity to work and reach out globally.

In the first nine months of this year, the National Public Service Portal recorded 5.6 million registered accounts. This includes over 87.37 million synchronised profiles, more than 13 million utility service transactions, and over 19.8 million applications processed through the portal. There were also more than 13 million online payment transactions with a total value of over 4 trillion VND (nearly 163 million USD).

Regarding digital data, about 1.4 million transactions are conducted successfully via the Integrated Data Sharing Platform each day.

Population databases have been officially connected to 15 ministries and agencies, one state-owned enterprise, and three telecommunications enterprises. Up to 63 localities have been connected to the grid, and data related to public servants connected to and synchronised with all of the ministries, departments, and local authorities.

In terms of digital infrastructure, the proportion of subscribers using smartphones reached 79.8% in the last nine months, a year-on-year increase of 5.8%. The percentage of households with broadband fiber optic internet connection hit 78.38%, up 5.22% year-on-year./.
