Thailand placed second with five gold, eight silver and four bronze medals while the Philippines placed third with three gold, three silver and five bronze medals.
Vietnam, the hosts, won only twice in five categories of rifles, carbines, men's and women's pistol and machine guns.
More than 300 marksmen from 10 regional contingents took part in the event at the Mieu Mon National Training Centre since November 19.
