Lam Dong: Hydropower plant building suspended

The construction of Da Dang – Da Chomo Hydropower Plant in the Central Highlands province of Lam Dong has been temporarily halted after a tunnel collapsed on December 16, trapping 12 workers inside for 81 hours.

Deputy Prime Minister Hoang Trung Hai issued an order onDecember 25 requiring the Ministry of Construction, the Ministry ofIndustry and Trade, the provincial People's Committee and relevantagencies to find out why the tunnel collapsed.

Theresponsibilities of the designer, investor, contractor and supervisor ofthe tunnel must be clearly identified, he said, adding that theministries and agencies must point out solutions to overcome theconsequences of the collapse and issue requirements for the investor tomeet before construction can continue.

Hai assigned the NationalCommittee for Search and Rescue's Office to assess the rescue effort anddraw lessons from it to increase the effectiveness of futureactivities, in addition to compiling a list of specialised equipmentneeded for such situations.

Minister of Construction Trinh DinhDung sent an official document on December 25 directing People'sCommittees throughout the country to inspect small and medium-sizedhydropower plants currently under construction and send reports to theministry before February 15.

The tunnel's collapse exposedserious shortcomings in management and ensuring labour safety whenbuilding such plants, according to Dung.

Work on the DaDang-Da Chomo project in Lac Duong district kicked off in 2003. The 475billion VND (22.6 million USD) plant, invested by the Civil EngineeringConstruction Corp. No. 5 (CIENCO 5), is designed to have a capacity of22 MW.-VNA

Two wanted for abusing religious cover to undermine national unity policy

The fugitives are Di (also known as Siu Di), born in 1941, and Dinh Yum (also known as Dinh Jum or Ba Koih), born in 1963, from Ba Na ethnic minority group in Gia Lai province, and hold Vietnamese nationality. They have been charged under Clause 1, Article 116 of the Penal Code for undermining the national unity policy.
