It must also comply with legal regulations, especially the Law on Planning, while being consistent with the master plans of the country, the southeastern region, and sectors.

He stressed that it is necessary to optimise land, water surface, underground, and air spaces; rationally arrange urban, service, industrial, and rural spaces; and develop modern means of transport that match the status of a global city in the future.
The top leader also underlined the importance of balancing economic and cultural development and putting people at the centre of development.
At the meeting, the Politburo requested the HCM City Party Committee intensify direction to quickly complete the plan.
After the master plan is approved, the city needs to issue mechanisms and policies for facilitating and unlocking every resource to fruitfully carry out the scheme, thereby helping HCM City meet the aspirations of the Party Central Committee, Politburo, and people nationwide./.
