NA Chairman Nguyen Sinh Hung at the 45th session of the NA Standing Committee (Source: VNA)Hanoi (VNA) – Preparations for the upcoming 11th meeting of the 13th National Assembly (NA) were among the topics debated at the 45th session of the NA Standing Committee, which opened in Hanoi on February 17.
The 11th meeting, the last gathering of the 13th NA scheduled for March, will scrutinise a string of major matters decisive to the success of the legislature in the entire 2011-2016 tenure, NA Chairman Nguyen Sinh Hung said in his opening remarks.
Legislators will look into working reports of the State President, the Government, the Prime Minister, the NA, the NA Standing Committee, the Chief Judge of the Supreme People’s Court and the Prosecutor General of the Supreme People's Procuracy for the 2011-2016 term, he added.
The law-making body will basically complete guidelines for the actualisation of the 2013 Constitution, adopt major laws to concretise the legal document and decide on the national socio-economic development plan in the next five years.
Another important matter expected to heat up the meeting is preparations for the election of deputies to the 14 th NA and People’s Councils at all levels for the 2016-2021 tenure, the chief legislator said.
Right after the opening ceremony, the NA Standing Committee gave feedback to a proposal on amending the Programme on Law and Ordinance Building for 2016.
Many legislators have suggested accelerating the ratification of the draft Law on Asset Auctioning, which is due to be presented to the second meeting of the 14 th NA for approval.
The early adoption of the draft law will help increase synchronous law enforcement as it has close links with other legal documents such as the amended Civil Code and the revised Civil Procedure Code which have already been approved, they explained.
Regarding the draft Law on Demonstrations, many proposed the swift submission of the document to the 11 th meeting as it is significant to the realisation of the 2013 Constitution and ensuring human and citizen rights.
The NA Standing Committee also discussed the draft Law on Public Administrative Services.
Its members contributed opinions to a vacation labour agreement between the Vietnamese and Australian Governments.
In the afternoon working session, they are debating foreign relations regulations and the NA agencies’ international cooperation.
They are also scheduled to hear draft reports on acquiring feedback on the revised Law on Journalism, Law on Child Protection, Care and Education, and Pharmacy Law.-VNA
