The National Assembly’s 12th Standing Committee discussed nine new bills at its 30th session which lasted from April 12-19 in Hanoi.

The draft laws include laws on people with disabilities, the efficient use of energy, food safety, the execution of criminal charges and trade arbitration.

NA deputies gave opinions to the amended laws on trade unions and inspection as well as the bills on public servants and consumer rights protection.

The committee contributed their opinions to a report on monitoring the implementation of legal policies on the establishment of schools, investment and ensuring tertiary training quality.

The report affirmed that the tertiary education system has developed nationwide and meeting people’s educational demands. It has also made important contributions to improving people’s knowledge and training human resources for national socio-economic development as well as ensuring security and defence.

The report put forward proposals to settle existing shortcomings in the tertiary education system.

The NA members also examined the implementation of the second phase (2006-2010) of Programme 135, a prominent Government programme aimed at reducing poverty in extremely disadvantaged communes in the country.

The implementation of the programme and the combination of national target programmes with other poverty reduction projects have achieved outstanding results especially in infrastructure construction and social welfare policy, giving a facelift to mountainous and remote areas and promoting socio-economic development, said the session.

Despite initial positive results, such areas, especially those inhabited primarily by ethnic minorities, still face many difficulties, it said.

The NA Standing Committee proposed the Government to take solutions to address existing shortcomings and remove obstacles during the implementation process.

The committee also gave opinions to the Hanoi-HCM City express railway construction project, the distribution scheme for the 2009 State budget collection and the 2008 State budget balance.

The NA Standing Committee also considered and adopted a resolution on natural resources tariffs./.
