Minister of Natural Resources and Environment Nguyen Minh Quang focused on the handling of citizens’ land-related complaints at a Q&A session in Hanoi on September 29 as part of the ongoing 31st meeting of the National Assembly Standing Committee.

He also answered questions on the use of rice growing land and a plan on crop transformation on rice growing land as well as measures to address wasteful land use, the granting of land use right certificates, and State management responsibility for natural resources and mineral exploitation in combination with environmental protection.

The minister pinpointed the causes behind the delay in granting land use right certificates, which included officials’ lack of responsibility. In the coming time, the ministry will increase guidance, supervision and inspection of this issue, he said.

Regarding the complaints related to land and environment issues which are growing more complicated, Quang explained that the unstable land use, overlapped polices and legal documents on land management and use, as well as shortcomings in site clearance compensation are behind the situation.

He also mentioned people’s poor awareness of policies and laws on complaints and accusations as one of the reasons.

Chief Government Inspector Huynh Phong Tranh proposed the continued perfection of policies and institutions, focusing on the quality of legal documents and the assessment of the implementation process.-VNA
