Party's Inspection Commission announces outcomes of 27th session

The Inspection Commission of the Party Central Committee on June 30 announced the outcomes of its 27th session, including conclusions on wrongdoings at a number of Party organisations.

Hanoi (VNA) - The Inspection Commission of the Party CentralCommittee on June 30 announced the outcomes of its 27th session inHanoi on June 27 and 28, including conclusions on wrongdoings at a number ofParty organisations.   

Regarding the Standing Board of the Party Committee of the AirDefence-Air Force under the Ministry of Defence, the Inspection Commission saidthe board had violated the principles of centralized democracy and workingrules, slackened the leadership and management, and neglected supervision, thusresulting in many law violations and mistakes in the management and use of landdesignated for defence purpose.

The commission concluded that Senior Lieutenant General Phuong Minh Hoa,former member of the Party Central Committee, former Vice Director of theVietnam People’s Army’s General Department of Politics, must bear the mainresponsibility for the violations and mistakes of the Standing Board during the2010-2015 tenure as he served as Secretary of the Party Committee, PoliticalCommissar and Vice Secretary of the Party Committee of the Air Defence-AirForce Command. Hoa himself signed a number of documents allowing the use ofland for economic purpose in violation of regulations.

Lieutenant General Nguyen Van Thanh, former Party Secretary and formerPolitical Commissar of the Air Defence-Air Force, must bear the responsibilityas the top leader for the violations and mistakes of the Standing Board duringthe 2010-2015 tenure. He was responsible for the approval of a list ofbeneficiaries of the army’s policy on housing and residential land whichincluded some ineligible persons.

The violations of regulations committed by the Standing Board of theParty Committee of the Air Defence-Air Force (2010-2015 tenure) and by Sen. Lt.Gen. Phuong Minh Hoa and Lt. Gen. Nguyen Van Thanh are serious, affecting theprestige of the Party and the army, and calling for disciplinary measures inaccordance with the Party’s regulations.  

Other members of the StandingBoard of the Party Committee of the Air Defence-Air Force (2010-2015 tenure)are all responsible for the board’s violations and wrongdoings, as well as beardirect responsibility for their personal mistakes. The Inspection Commissionrequested that the Standing Board of the Central Military Commission instructthe review and clarify the responsibility of related individuals.

The Inspection Commission also decided on disciplinary measures againstthe Party committee of the Ministry of Information and Communication (MoIC) andrelated individuals for their violations of regulations and wrongdoings asconcluded at the 26th session.

Basing on the specific content, seriousness and consequences of theviolations and the Party’s regulations, the Inspection Commission decided toexpel from the Party Le Nam Tra, who is former member of the Party Committee ofthe central business bloc, former Secretary of the Party Committee of theMobifone Corporation and Chairman of Mobifone’s Council of Members.

The committee also imposed the punitive measure of expulsion from theParty on Pham Dinh Trong, Party Committee member, Secretary of the Party cell,head of the Department of Enterprise Management under the MoIC.

Meanwhile, Cao Duy Hai, Vice Secretary of the Party Committee, member ofthe Council of Members and Director General of Mobifone, was stripped of allhis posts in the Party.  

Pham Hong Hai, member of the Party Committee and Deputy Minister of theMoIC, was reprimanded.

The Inspection Commission requested the authorized agencies to considerand take disciplinary measures against the Party Committee of the MoIC; NguyenBac Son, former member of the Party Central Committee, former Secretary of the PartyCommittee and former Minister of the MoIC; and Truong Minh Tuan, member of theParty Central Committee, Secretary of the Party Committee and Minister of theMoIC.

The commission also considered and meted out disciplinary measuresagainst the Standing Board of the Party Committee of the Bank of Investment andDevelopment of Vietnam (BIDV) and relevant individuals for their violations asconcluded at the 26th session of the commission. 

Basing on the content, nature, level andconsequences of the violations and the Party regulations, the InspectionCommission decided to impose the punishment of expulsion from the Party on TranBac Ha, former Secretary of the Party Committee and former Chairman of theBoard of Directors of BIDV.

Doan Anh Sang, former member of the StandingBoard of the Party Committee and Deputy General Director of BIDV, is strippedof all his posts in the Party, while Tran Luc Lang, member of the StandingBoard of the Party Committee and Deputy General Director of BIDV, receives awarning.

The Inspection Committee requested the StandingBoard of the Party Committee of the centrally-run businesses’ bloc to takedisciplinary measures against the Standing Board of the BIDV PartyCommittee. 

On the case of Tran Viet Thang, member of theParty Committee of the centrally-run businesses’ bloc and Vice Secretary of theParty Committee of the Vietnam Cement Industry Corporation (VCIC), the InspectionCommission said during the time Thang served as Vice Secretary of the PartyCommittee of the VCIC and Chairman and General Director of the Ha Tien 1 CementJoint Stock Company, he  violated theprinciple of centralized democracy and the VCIC’s organizational andoperational regulations, signed for the issuance and enforcement of severalregulations on business management beyond his competence. He also violated theParty’s regulations on things that a Party member is not allowed to do and onthe responsibility for setting an example of Party officials and members.

The Inspection Commission proposed theSecretariat of the Party Central Committee consider and decide disciplinarymeasures against Tran Viet Thang within its jurisdiction.

Regarding the results of supervision over theStanding Board of the Party Committee of Ha Nam province and its members, theInspection Commission acknowledged that besides strong points, the board andits members had committed some violations and mistakes in implementingregulations on working style, personnel work and land management.

The commission asked the Standing Board of theParty Committee of Ha Nam province to seriously review its work and responsibilitiesand promptly fix the violations and mistakes.

At this session, the Inspection Committee alsoconsidered and handled complaints regarding Party disciplinary measures in fourcases, upholding the punishments in three cases and changing the disciplinarymeasure on one case.-VNA
