The 2012 Vietnam Provincial Governance and Public Administration Index (PAPI) has been recognised as an effective policy tool that has benefited the 63 cities and provinces nationwide with their policymaking and enforcement.

The success of the index was highlighted at a workshop in northern Hai Phong city on July 4, co-hosted by the National Assembly Standing Committee’s Institute for Legislative Studies and the United Nations Development Programme.

As an annual policy tool, PAPI gauges and monitors the efficiency of administrative procedures in State apparatus nationwide based on public feedback.

It promotes public participation at grassroots level and seeks to assess transparency, accountability, corruption control, public administrative procedures and delivery of public services.

Thanks to data collected by PAPI, ministries and departments at central and local levels are expected to renew their State administrative and governance policies.-VNA
