Prosecutor General of the Supreme People’s Procuracy Nguyen Hoa Binh answered National Assembly deputies’ queries about human resources development, judicial reforms and the high number of suspended cases at the NA’s ongoing fifth session in Hanoi on June 14.
Prosecutor General Binh said the Supreme People’s Procuracy always pays attention to human resources development by training them both at home and abroad, especially on-site training covering criminal, civil and administrative cases. Trials are open to help prosecutors learn from experience, making it easier for them to exercise prosecution rights and assess their performance.
Regarding the high number of suspended economic and corruption cases, Nguyen Hoa Binh said the rate of cases is 30.8 percent, higher than other cases which average 21 percent.
For economic cases which involve the use of money as a means and purpose, pecuniary penalties will be imposed instead of prison sentences.
As for suspended corruption cases, the Prosecutor General affirmed that all of them are in accordance with the law. The Supreme People’s Procuracy will work with investigative agencies and courts to assess measures to reduce such cases in the time to come.
Clarifying this issue, he said the Supreme People’s Court will devise a joint circular to ensure that all suspended cases are done so in a lawful and serious manner, especially those related to corruption.
Concluding Prosecutor General’s question and answer session, NA Chairman Nguyen Sinh Hung hailed the heated discussion, which encompasses judiciary, investigation, supervision, hearing and implementation of death sentence matters.
The top legislator said the Supreme People’s Procuracy and Supreme People’s Court have exerted efforts to crack down on violations, leading to positive changes to investigations, prosecutions, trials and implementation of court’s sentences. The judicial sector thereby ensures security, order and social safety, contributing to national socio-economic development.
He said the Supreme People’s Procuracy must oversee 100 percent of cases from the beginning, and promptly conduct inquiries to minimise the omission of violations, unjust punishment and negative occurrences in the sector.
The NA leader requested the Supreme People’s Procuracy, Supreme People’s Court, Ministries of Public Security and Justice, and the Government Inspectorate to build a transparent, strong, democratic and civilised justice sector for the nation and people.
The session was broadcast live and drew the interest of voters nationwide.
Hoang Thi Quynh Ngan, General Secretary of the Thai Nguyen provincial chapter of the Union of Science and Technology Associations, said the questions covered voters’ concerns, including the improved working efficiency of the procuracy sector.
She praised the Prosecutor General’s answers, especially the development of human resources in remote localities and judicial reforms.
Hoang Nhu Vinh, deputy member of the Dong Nai provincial Bar Association, said Binh’s answers were to the point, revealing existing problems.
According to him, measures should be more specific and there should be coordination among forces and sectors to improve the work of procuracy and procedures.-VNA
