Strategic personnel’s development highlighted at CPVCC meeting

Members of the 12th Communist Party of Vietnam Central Committee (CPVCC) discussed a project on building a contingent of cadres at all levels, especially strategic level, with sufficient virtue, capacity and prestige on par with their assigned tasks during the second working day of their 7th plenary session in Hanoi on May 8.

Hanoi (VNA) –Members of the 12th Communist Party of Vietnam Central Committee (CPVCC) discusseda project on building a contingent of cadres at all levels, especially strategiclevel, with sufficient virtue, capacity and prestige on par with their assignedtasks during the second working day of their 7th plenary session in Hanoi onMay 8.

They emphasised theurgent need of renovating the personnel work as well as the development ofofficials of all levels, especially at strategic level to match their assignedtasks. They held that the project is practical with feasible targets and solutions.

They assessed the outcomesof the work so far, along with analysing shortcomings as well as reasons behindthe weakness.

They agreed on viewpoints,directing ideas, targets and major solutions to overcome current problems, thusshowing stronger performance in personnel work and developing a contingent ofofficials with sufficient virtue, capacity and prestige on par with theirassigned tasks.

They also gave commentson virtue and capacity of officials, the completion of the power controlmechanism, the prevention of bribery for job titles, the policy of appointing non-localpersonnel as secretaries of provincial and district-level Party committees, aswell as the training of and using of young officials, among others.

They reached highconsensus on the necessity to issue a new resolution on personnel work, whilesome suggested paying more attention to designing detail plans to translate theresolution into life.

Particularly, themajority of opinions agreed on the target of appointing a non-local official asthe secretary of the provincial and district Party committees, stressing the needto have roadmaps for the implementation as well as clarify support policies forthem.  

According to Chairmanof the Government Committee for Ethnic Affairs Do Van Chien, a resident of alocality is likely indulgent towards his relationships and relatives, thusmaking it difficult to keep the rule.

Meanwhile, Minister ofTransportation Nguyen Van The held that this is a good way to control powerbetter.

At the same time, theCPVCC members also agreed on the goal of increasing the ratio of young, femaleand ethnic minority officials among key leaders of all levels.

Besides, theyconcurred to issue a new resolution on personnel work, while focusing onraising the effectiveness of the evaluation of officials.

Nguyen Manh Hung,General Director of the military-run Viettel Group, suggested that along with thepower control mechanism, it is necessary to design mechanisms to support andencourage officials, especially in housing and training, with a transparentpromotion roadmap.

In the afternoon,the committee worked in groups, discussing the scheme on salary reform forofficials, civil servants, public employees, armed forces, and workers inbusinesses.-VNA

16th NA reviews amendments to four tax-related laws on April 21

Lawmakers are expected to discuss the supplementary assessment of the implementation of the 2025 socio-economic development plan and state budget, as well as performance in the early months of 2026. They will also review the five-year socio-economic development plan for 2026–2030, thrift practices and anti-wastefulness efforts in 2025, and progress in achieving national gender equality targets. Draft law proposes flexible tax thresholds, extended incentives for EVs

Presenting the Government’s proposal, Minister of Finance Ngo Van Tuan said the draft law proposes not to stipulate specific revenue thresholds for exemption from personal income tax or value-added tax for household and individual businesses in the law, instead assigning the Government to set these thresholds.

Lawmakers suggest groundbreaking mechanisms to revive Vietnamese culture

The draft resolution seeks to lure more investment into cultural industries, aiming for the sector to contribute 7% to GDP by 2030 and 9% by 2045. It also sets ambitious goals of ranking Vietnam among the top three countries in Southeast Asia and the global top 30 for national soft power.

Pathways to double-digit growth to be tabled at 16th NA’s first session

In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions. The documents cover breakthrough mechanisms and policies for the development of Vietnamese culture; the establishment of Dong Nai as a centrally run city; a pilot framework for public lawyer institution; and special mechanisms to address land law violations committed prior to the 2024 Land Law taking effect, alongside measures to resolve long-delayed and stalled projects.
