National Assembly President (NA) Tran Thanh Man said the top priority is to translate consensus in awareness into action and turn conclusions into tangible results in the fourth quarter.
Stronger cooperation between the Vietnamese and Chinese legislatures will demonstrate their shared commitment to making parliamentary ties more practical and effective, while contributing to the sound development of bilateral relations and bringing tangible benefits to people and businesses in both countries, said Standing Deputy Minister of Foreign Affairs Nguyen Minh Vu.
Strengthening ties between the two legislatures is an important pillar of Vietnam-Panama relations, helping consolidate political trust, promote and oversee the implementation of high-level agreements, and support the bilateral agenda, said NA President Tran Thanh Man.
National Assembly President Tran Thanh Man, in his speech, called Huynh Thuc Khang an outstanding patriotic scholar of early 20th-century Vietnam. As a journalist, political activist and senior State leader, he combined patriotism, integrity, brainpower, courage, independent thinking and reform spirit.
At the second session, the NA is expected to consider and adopt 38 laws and seven resolutions containing normative legal provisions.
The meeting approved a plan to develop the project on reviewing the 2013 Constitution and studying and proposing comprehensive amendments to the Constitution.
Presenting the draft law, Deputy Minister of Science and Technology Hoang Minh said the draft law centres on two major policy areas: further simplifying procedures and reducing business conditions, and transferring the management of rights to plant varieties from the Ministry of Agriculture and Environment to the Ministry of Science and Technology.
NA President Tran Thanh Man said in 2027 the Government should shift from pursuing a high volume of legislation to ensuring high-quality laws that provide stability and create favourable conditions for development.
The Vietnamese National Assembly stands ready to remove institutional barriers and obstacles to facilitate Vietnam-Mongolia economic and trade cooperation, said National Assembly President Tran Thanh Man.
Preparations for the National Assembly's second session must begin early, with close coordination from the outset. Issues that qualify for the session should be included, while documents must be submitted on time so that deputies have sufficient information and time to make high-quality decisions on important issues with long-term impacts, said top legislator Tran Thanh Man.
Agricultural products, particularly rice, are an important driver of trade between Vietnam and Côte d'Ivoire. Côte d'Ivoire is currently Vietnam’s third-largest rice export market, while Vietnam imports cashew nuts, cotton and other raw materials from the West African country.

Under the resolution, the Presidium comprises one chairperson, three vice chairpersons and one secretary-general. Politburo member and NA Permanent Vice President Do Van Chien has been appointed Chairperson of the Vietnam Friendship Parliamentarians Organisation for the 16th-tenure NA.
Speaking at the session, NA President Tran Thanh Man noted that the draft Law on Urban Development was initially designed for Ho Chi Minh City before its scope was expanded to other cities and additional provisions were incorporated. Given the tight timeframe and substantial workload, the NA will make its utmost effort to consider and adopt the contents as scheduled.
The committee will take up 25 draft laws and resolutions, including the revised Penal Code, the revised Law on Organisation of Criminal Investigation Agencies, and the review of the draft law amending Article 6 and Appendix IV on conditional business sectors and lines under the Law on Investment, among others.
