Vietnamese intellectuals in Australia and New Zealand expressed a desire to contribute to their homeland not only through consultations, but also through specific projects, tasks and cooperation mechanisms.
The resolution offers a broader approach, with contributions possible through knowledge, experience or by connecting businesses, universities and research institutes in Vietnam and abroad. Individual contributions may be small, but when multiplied, they can create significant strength.
Overseas Vietnamese can serve as two-way bridges, bringing knowledge, technology, investment and international connections to Vietnam while helping the world gain a better understanding of a dynamic and innovative Vietnam that is increasingly integrated into the global community.
At a meeting with staff of the Vietnamese Embassy and representative agencies in New Delhi on September 13, PM Hung said that officials and employees working overseas must firmly grasp the Party’s new mindset and policies on foreign affairs as well as overseas Vietnamese affairs, including the Politburo's Resolution No. 23-NQ/TW on overseas Vietnamese.
Politburo Resolution No. 23 calls for stronger links among overseas Vietnamese through sustainable networks connecting experts, intellectuals, entrepreneurs and young people. Each entrepreneur and professional can thus become a bridge, ensuring that despite being half a world away, the Vietnamese community remains closely connected to the homeland.
Le Thi Kim Anh, an international expert in public finance and governance digitalisation working in New York, described this resolution as a significant step forward in the Party and State’s approach to the more than 6.5 million Vietnamese living, studying and working around the world.
In the new context, Politburo Resolution No. 23-NQ/TW, dated August 2, 2026, continues to place the preservation of the Vietnamese language within the strategic vision of mobilising resources from the Vietnamese community abroad and promoting Vietnamese cultural values around the world.
Resolution No. 23-NQ/TW, issued on August 2, identifies overseas Vietnamese as one of the important strategic resources of the country, reflecting a stronger focus on mobilising their knowledge, experience, networks and other resources for national development.
Prof. Dr. Nguyen Van Tam, Chair of the Department of Computer Science, Data and Artificial Intelligence at IP Paris, said the Political Bureau’s Resolution No. 23-NQ/TW, which elevates overseas Vietnamese to one of the country's important strategic resources, should be translated into practical mechanisms for deeper participation of OVs in the country’s scientific and technological development, particularly in artificial intelligence (AI).
Tran Trung Kien, Secretary General of the Vietnam-Japan Economic Cooperation Promotion Association (VJECPA) noted that Japan has many strengths that match Vietnam’s development needs, particularly in technology, manufacturing, supporting industries, automation, high-tech agriculture, healthcare, elderly care, education and training, digital transformation, green industry and the circular economy.
While the earlier resolution focused on encouraging OV resources, providing support and enhancing the great national solidarity, Resolution No. 23-NQ/TW places greater emphasis on accompanying OVs, creating favourable mechanisms and effectively mobilising resources from OV communities to assist with the homeland's development.
Under Resolution No. 23, OV entrepreneurs can take on a bigger role by connecting businesses, promoting technology transfer, sharing management know-how, helping Vietnamese companies break into European markets, and linking French and Western European businesses and investors with Vietnam.
Talking to Vietnam News Agency correspondents in Sydney, Nghia, who is also co-president of the Vietnam-Australia Scholars and Experts Association (VASEA) New South Wales Chapter, said the priority now is to translate the resolution’s spirit into practical mechanisms enabling overseas Vietnamese intellectuals to help address specific development challenges.
Resolution No. 23 not only calls for greater mobilisation of overseas Vietnamese resources but also highlights the responsibility to accompany, support and listen to the community. When OVs feel that the homeland genuinely regards them as an integral part of the nation, trust and a lasting desire to contribute will naturally grow.
Nguyen Vu Minh Hoang proposed a breakthrough task for the 2026-2030 period – building a “Ho Chi Minh City OV resource map” with data on individuals’ expertise, capabilities and potential contributions across fields.
The resolution marks a significant shift in strategic mindset, for the first time defining the more than 6.5 million Vietnamese living abroad as a “strategic resource” for national construction, development and defence. For many overseas Vietnamese, this represents a transition from simply being supported and mobilised to actively “accompanying and co-creating” development mechanisms.
Resolution No. 23 marks a new development in mindset, as its identification of overseas Vietnamese not only as an inseparable part of the Vietnamese national community but also as one of the country’s important strategic resources has more clearly affirmed their role in the cause of national construction and development.
Ha Thanh, Chairwoman of the Ho Chi Minh City Union of Friendship Organisations and head of the advisory council for international integration, people-to-people diplomacy and overseas Vietnamese affairs under the Vietnam Fatherland Front Committee of the city, said Resolution No. 23 builds on the fundamental viewpoints of the Politburo's Resolution No. 36-NQ/TW issued in 2004, reaffirming that overseas Vietnamese are an inseparable part of the nation and a bridge connecting Vietnam with the world.
On August 2, 2026, General Secretary of the Central Committee of the Communist Party of Vietnam and President To Lam signed the resolution, marking an important shift after more than two decades of implementing Politburo Resolution No. 36-NQ/TW. It affirms that the overseas group is an inseparable part of the nation and one of the country’s important strategic resources, contributing to strengthening national collective power.
