After more than two decades of implementing Politburo Resolution No. 36-NQ/TW, dated March 26, 2004, on overseas Vietnamese affairs, the Politburo adopted Resolution No. 23-NQ/TW on the same matter on August 2, 2026. The resolution ushers in a new phase with a more comprehensive approach, focusing on creating mechanisms to unlock and make effective use of the vast potential of the Vietnamese community abroad.
With digital transformation reducing the importance of geographical distance, he noted the key is to build stable, long-term channels that allow overseas Vietnamese to put their knowledge, experience and international networks to work for Vietnam's development.
To further renew and improve the effectiveness of overseas Vietnamese affairs, consolidate the great national unity, enhance international cooperation, and create fresh momentum for Vietnam’s rapid and sustainable development in the new era, General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam signed a Politburo resolution on overseas Vietnamese affairs (Resolution No. 23-NQ/TW dated August 2, 2026).
In terms of recognition and status, the resolution affirms that OV are an integral part of the nation and a strategic resource for national development.
Overseas Vietnamese are regarded not only as an integral part of the Vietnamese nation but also as an important strategic resource contributing to national strength. They serve as a bridge between Vietnam and the world and participate directly in the cause of national construction, development and defence, according to newly-issued Politburo Resolution No. 23.
