Two North-South Expressway projects speed up to finish on time

The recovery of the railway transportation system still faces numerous challenges amidst fierce competition from road and air transport. In the coming time, the Vietnam Railway (VNR) is set to mobilise resources, innovate operational methods, strive for profitability, and prepare for investment for North-South express railway.

Hanoi (VNA) - Two East-section North-South Expressway projects under the PPP model, implemented in the 2017-2020 period, are facing delays as specified in the stipulated contracts. Contractors are exerting additional efforts to expedite the construction process in order to make up for the earlier delays.

Given the delay in the outlined schedule, investors/businesses involved in the two PPP North-South Expressway projects are mobilising their full workforce and machinery to expedite construction and meet the timeline set by the Ministry of Transport.

According to a report from the Management Board of Construction Investment under the Ministry of Transport, by the end of 2023, the Dien Chau-Bai Vot Expressway project, spanning 49.3 km with a planned completion date in May 2024, has reached 76% of the contract value, but trailing behind by 3.5% compared to the contract schedule.

Specifically, the Dien Chau-Bai Vot segment has reached around 64.3% of the contract, trailing by 7.51% compared to the third revised schedule, equivalent to a delay of 3.65% compared to the fourth revised schedule.

The authority pointed out that the main reason is the contractors' failure to mobilise additional equipment and manpower, increase construction efforts to make up for the delay, delayed inspection and payment settlement procedures, and VINA2 investors' slow capital contribution, which has affected the disbursement schedule.

According to General Director of Phuc Thanh Hung Investment Joint Stock Comnpany Nguyen Quoc Viet, following the Ministry of Transport's directive to swiftly compensate for the delay and complete the project by May 2024 as per the signed contract, the construction site of the Dien Chau-Bai Vot segment is currently deploying 106 construction teams, nearly 2,000 engineers, workers, and over 850 machines and equipment. The overall construction progress has reached over 65% of the contract.

Recognising the limited time left for project construction with a substantial workload, Viet stated that they are actively directing contractors to implement a series of synchronised solutions to ensure the project reaches its destination without further delays.

The Ministry of Transport has urged project investors/businesses to instruct contractors to allocate sufficient resources and construction teams to work simultaneously along the entire route, pushing to expedite the construction progress for sections dealing with weak ground foundations.

Meanwhile, the Cam Lam-Vinh Hao Expressway project, as of the end of 2023, reached approximately 89.4% of the contract, 3.3% behind the second revised schedule.

To boost progress and increase output, the project enterprise has mobilised nearly 2,000 engineers, workers, and over 700 machines and equipment, working day and night to meet the goal of completion by the end of March or early April 2024.

The project enterprise is directing contractors to focus on accelerating construction, completing essential road and bridge components in 2023, finalising all auxiliary quantities, and putting the entire structure into use before March 30, 2024.

To expedite the completion schedule, the Management Board of Construction Investment has requested project investors/businesses to instruct contractors to fully mobilise equipment, manpower, and financial resources to accelerate construction progress according to the timeline.

They are also tasked with reviewing and arranging sufficient construction teams and urgently completing adjusted design documents for construction implementation according to the schedule./.
