Hanoi (VNA) -The special preferential policies for Van Don Special Economic Zone must makeit superior to the country’s existing economic zones and on par with similarmodels in the region and world over.

During a recent meeting with provincial authorities, Deputy Prime Minister TruongHoa Binh required the northern coastal province of Quang Ninh to map out andpropose specific incentive policies at the earliest to develop Van Don quicklyinto a special economic zone.

Binh saidthe policies, which will become legal regulations, must be in accordance withinternational commitments and actual conditions in Vietnam, besides ensuringconsistency, stability and longevity.

Thepolicies, which need to be consistent with current laws, must be superior interms of infrastructure, tax, credit and finance so as to attract strategicforeign investors with huge projects, cutting-edge technologies andhigh-quality human resources, Binh said.

The judicial bodies of the specialadministrative-economic zone must be designed to be able to legally handleeconomic and commercial disputes as well as high-tech crime and intellectualproperty issues, he said.

Thedeputy PM instructed the planning and investment ministry to work with QuangNinh province and complete the project.

Todevelop Van Don Special Economic Zone, the province needs around 12 billion USD.The province has so far mobilised approximately 40 trillion VND (1.75billion USD) , mainly for infrastructure development.

A 7trillion VND international airport in Van Don district, about 50km from Hạ Longcity, which is home to the world heritage site of Ha Long Bay, is underconstruction, and is scheduled to become operational in 2018.

Van Don hasa politically and economically important position as it lies on the strategictransit route from East Asia to Southeast Asia and from ASEAN to China; in Vietnam-China “two corridors, one belt” cooperation area; in Nanning - Singaporeeconomic corridor; and in extended Tonkin Gulf inter-regional co-operation area.

Van Don SpecialEconomic Zone is part of a Government-approved plan to build three such zonesin the country; the other two are Van Phong in the central province of Khanh Hoaand Phu Quoc in the southern province of Kien Giang.

The zonesare expected to spearhead the country’s growth and tap local advantages todrive growth in the area. They will pilot key new economic and administrativepolicies before they are applied nationwide to develop the maritime economy.-VNA
