Workshop reviews integration of policies on poverty reduction

A workshop was held in the northern mountainous province of Son La on March 24 to review the integration of policies on poverty reduction from 2015 – 2016 and set plans for 2017 – 2020.

SonLa (VNA) – A workshop was held in the northern mountainous provinceof Son La on March 24 to review the integration of policies on povertyreduction from 2015 – 2016 and set plans for 2017 – 2020.

Theevent was jointly organised by the Ministry of Labour, War Invalids and SocialAffairs, the United Nations Development Programme and the Embassy of Ireland inVietnam.

The workshop highlighted the suitability in integrating policies on povertyreduction in 2016-2020, saying the move helped harmonise mechanisms andsynchronise the application process as well as make it easy for localofficials, especially those at the grassroots level, to refer to and implementpolicies.

The integration of policies at the central level also helped reduceoverlapping, wasterfulness and increase the effective use of stage budget atlocal levels.

However, participants pointed out shortcomings in integrating policies onpoverty reduction.

Atthe event, the Committee for Ethnic Minority Affairs and several localitiescalled on the Ministry of Finance and the Ministry of Labour, War Invalids andSocial Affairs to discuss with the Committee when they develop policies relatedto disadvantaged areas.

HoangThi Ha from the Social Policy Bank said policies on credit should be integratedinto policies on encouraging agricultural production, while Nguyen Thanh Thuy,Deputy Director of the Hoa Binh provincial Department of Labour, War Invalids andSocial Affairs, suggested integrating with local related policies.

Participantsagreed that policies on poverty reduction should be based on beneficiaries,localities, and benefited time to enhance access for the poor.

Reviewingand amending are needed to avoid overlapping among policies, thus betteringmulti-dimentional access to social services.-VNA
