Hanoi (VNA) – The appropriate reduction of build-operate-transfer (BOT) fees will help ensure the harmony of interests of the State, investors and people, Deputy Prime Minister Vuong Dinh Hue said at the ongoing fifth meeting of the 14th National Assembly in Hanoi on June 6.

The mobilisation of private resources for developing socio-economic infrastructure, including investment in the form of BOT, is a necessary and proper policy which has achieved important results, especially for transport infrastructure.

However, there are still shortcomings in the implementation of BOT projects, Hue said.

In the coming time, the Government will continue directing the revision and supplementation of related legal regulations, including Decree No.30/2015/ND-CP on bidding and selecting investors for BOT projects.

The Government will study a draft investment law in the form of public private partnership (PPP) for submission to the legislature, he added.

Ministries and departments are requested to publicise the implementation of BOT projects, especially the organization of biddings and selection of contractors.

Any violations will be strictly handled, Hue stressed.

The Deputy PM also cleared up some queries about land management, environment and climate change adaptation.

He said the Government is focusing on reviewing and improving the institutional and legal system, policies and mechanisms in the field to improve the effective use of land and strengthen management and modernisation of the land information system.

The Government will concentrate on addressing disputes and lawsuits relating to land to ensure legitimate rights and interests of people.

It will complete national technical standards on environment and build an environmental warning and monitoring system, firstly at industrial parks.

Besides increasing international cooperation, the country will increase the supervision of cross-border environmental impacts and take effective measures to prevent the entry of out-of-date foreign technology and equipment into Vietnam.

The government will implement effectively the national strategy on climate change and the national target programme on coping with climate change and promoting green growth.

Added to this is building public-private partnership and investment incentives for climate change adaptation projects, drawing financial resources, technology and experience in dealing with climate change, and effectively realising Resolution 120/NQ-CP on sustainable development in the Mekong Delta, focusing on measures to prevent coastal erosion and saltwater intrusion, and building breakthrough mechanisms to restructure agriculture.-VNA
