Hanoi (VNA) – Prime Minister Pham Minh Chinh on September 22 asked the northern province of Bac Ninh to optimise its potential, affirm itself, and persistently pursue its goals.

Addressing a conference announcing the provincial master plan and promoting investment in Bac Ninh, the government leader said Bac Ninh and other localities should pay more attention to social housing, which together with transport, social, health care, and education infrastructure, would help lure more investments.

Regarding the provincial master plan for 2021-2030 with a vision towards 2050, Chinh said it puts forth major views, visions, and targets for development, as well as solutions and incentives for implementation.

He urged the provincial Party organisation, authorities, and people to quickly sketch out and put in place implementation plans, and work to create development breakthroughs.

The leader suggested the locality promote spearhead economic sectors, high technology, and digital transformation; expand industrial parks in a green, circular, and sustainable fashion; and engage more intensively and extensively in regional and global value chains.

At the same time, it is important to develop modern trade infrastructure, and a large logistics centre to facilitate the circulation of goods in the northern region and across the country, he said.

"Bac Ninh must have mechanisms and policies to mobilise resources and the collective strength of the entire society, and focus on infrastructure development, urbanisation, and administrative reform with a friendly and open approach," the PM stressed.

Chinh also expressed his hope that businesses will build long-term and sustainable strategies, follow commitments, and play the pioneering role in innovation, green transition, digital transformation, and technology transfer.

At the conference, the PM witnessed the handover of investment decisions and licences, memoranda of understanding, and in-principle agreements for 18 large-scale investment projects in the province, with a total capital of over 5.6 billion USD.

He and representatives of ministries, agencies, and the locality also pressed buttons to kick start a bridge project between Bac Ninh and its neighbouring province of Hai Duong, and a social housing project in Que Vo township.

Under the provincial master plan, approved by the PM in December 2023, Bac Ninh aims to become a centrally-run city by 2030, and a dynamic economic and cultural centre of the northern region, with an average GRDP growth rate of 8-9% per year and an average per capita GRDP of 346.6 million VND (14,086 USD) per person./.
