The Chinese National Centre for Science and Technology Evaluation will help Vietnam in judging its State-level major scientific and technological programmes, said a Vietnamese senior official.
Permanent Deputy Minister of Science and Technology Nguyen Quan was talking about the cooperation following a seminar held on Sept. 16 to discuss China ’s experiences in evaluating scientific and technological programmes and suggestions for Vietnam .
The seminar was co-organised by the Science Assessment and Technology Evaluation Institute of the Ministry of Science and Technology (MoST) nd the Chinese National Centre for Science and Technology Evaluation.
The Chinese centre will also help its Vietnamese partners to assess research capacity of institutes, universities and scientific and technological organisations to serve the ratings of these organisations before relevant agencies make any investment into them.
Prof. Fang Yan, Vice Director of the Chinese National Centre for Science and Technology Evaluation, said each country has its own ways for scientific and technological evaluation and management so that this cooperation will enable both sides to share their experiences to make scientific and technological activities in their respective countries more efficient.
At the seminar, the participants discussed the test application of China ’s evaluation methods in Vietnam among other issues.
Annually, MoST will conduct the evaluation of scientific and technological research projects and make public the results of these works. On this basis, state management agencies will design investment plans and research programmes and strengthen scientific and technological organisations nationwide.
It will also invest in those organisations with good performance to help them develop further.
China has teamed up with Vietnam not only in evaluation but also in quality standardisation and intellectual property./.
