Deputy PM asks for Switzerland’s cooperation in education, technology

Deputy Prime Minister Tran Hong Ha has suggested Switzerland share experience and cooperate with Vietnam in the areas of education-training and science-technology as well as innovation, digital transformation, and vocational training.

Davos (VNA) – Deputy Prime Minister Tran Hong Ha has suggested Switzerland share experienceand cooperate with Vietnam in the areas of education-training andscience-technology as well as innovation, digital transformation, and vocationaltraining.

Ha made the suggestion during his talks with Swiss Federal Councillor for Economic Affairs, Education and Research of Switzerland Guy Parmelin on January 16, on the occasion of his attendance in the World Economic Forum Annual Meeting 2023 in Davos.

Deputy PM Ha noted thatin the first 11 months of 2022, trade between Vietnam and Switzerland reached721.3 million USD. Swiss investors have operated 197 FDI projects in Vietnamwith total capital of 1.89 billion USD, ranking 21st out of 140countries and territories investing in Vietnam.

He underlined thatwith a nearly 100-million-strong market, the engagement in 15 free tradeagreements, and the transition to sustainable growth, green, circular andlow-carbon economy, Vietnam is becoming an attractive destination offering greatchances in economy, trade and investment.

The Deputy PMsuggested that Switzerland invest more in projects with high, new and clean technologies,environment protection, innovation, modern governance, high added values, andwidespread effects, which help connect the global production and supply chain.

He asked Parmelin to create favourable conditions for Swiss firms to operate in Vietnam in the longterm, especially in areas of Switzerland’s strength and Vietnam’s demand suchas finance-banking, insurance, manufacturing, pharmaceuticals, agriculturalproduct processing, renewable energy, and tourism.

Stressing that Vietnam is in need of collaboration in research and innovationtowards the net-zero emission goal in 2050, the country hopes for Switzerland’ssupport through different cooperation forms in the field.

Parmelin highly valuedVietnam’s commitments to net-zero emissions at the 26th UN Climate ChangeConference (COP26) and congratulated Vietnam on reaching justenergy transition with G7 countries and development partners. He affirmed that thecountry will assist Vietnam in switching to circular economy and circularproduction, digital economy and digital transformation towards greenerdirection.

Regarding the freetrade agreement (FTA) between Vietnam and the European Free Trade Association(EFTA), the two sides agreed that the negotiation conclusion will open up more chancesfor bilateral trade and investment partnership.

Ha proposedthat the Swiss side continue to coordinate with Vietnam to speed up thenegotiation of the deal in the time to come. He pledged that Vietnam is willingto act as a bridge for EFTA members to reach the ASEAN market.
Regarding multilateralcooperation, the Vietnamese official congratulated Switzerland on being elected to the UNSecurity Council. The two sides concurred to strengthen cooperation and mutual supportat multilateral organisations and international organisations of which bothsides are members.

He said he hopes Parmelin will continue to back the Vietnamese community in thecountry to settle down.

Following their talks, Deputy PM Ha and Councillor Parmelin chaired a meetingwith Swiss businesses and investors, who showed their impressions at Vietnam’s achievements in economic recovery, and highly valued the country’seconomic outlook.

They held that thefree trade agreement between Vietnam and the EFTA will help boost trade andinvestment of Swiss investors in Vietnam. They said they hopes to expandinvestment scale and business partnerships in Vietnam.

Deputy PM Ha answeredquestions by the investors, while suggesting a number of measures to settleexisting problems and giving suggestions on green and environmentally-friendlyinvestment./.

16th NA reviews amendments to four tax-related laws on April 21

Lawmakers are expected to discuss the supplementary assessment of the implementation of the 2025 socio-economic development plan and state budget, as well as performance in the early months of 2026. They will also review the five-year socio-economic development plan for 2026–2030, thrift practices and anti-wastefulness efforts in 2025, and progress in achieving national gender equality targets. Draft law proposes flexible tax thresholds, extended incentives for EVs

Presenting the Government’s proposal, Minister of Finance Ngo Van Tuan said the draft law proposes not to stipulate specific revenue thresholds for exemption from personal income tax or value-added tax for household and individual businesses in the law, instead assigning the Government to set these thresholds.

Lawmakers suggest groundbreaking mechanisms to revive Vietnamese culture

The draft resolution seeks to lure more investment into cultural industries, aiming for the sector to contribute 7% to GDP by 2030 and 9% by 2045. It also sets ambitious goals of ranking Vietnam among the top three countries in Southeast Asia and the global top 30 for national soft power.

Pathways to double-digit growth to be tabled at 16th NA’s first session

In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions. The documents cover breakthrough mechanisms and policies for the development of Vietnamese culture; the establishment of Dong Nai as a centrally run city; a pilot framework for public lawyer institution; and special mechanisms to address land law violations committed prior to the 2024 Land Law taking effect, alongside measures to resolve long-delayed and stalled projects.
