Prime Minister Nguyen Tan Dung chaired a special cabinet meeting on law building work in Hanoi on August 12, following the last one on July 31.
Minister of Home Affairs Nguyen Thai Binh briefed other ministers on the pilot implementation of not organising the People’s Council at districts and wards in the past four years.
The pilot execution showed the wide-ranging operation of local political systems has been smooth and administrative procedures have been further streamlined to enable residents’ faster access to the local administration.
He stated that the pilot performance has provided a basis for further renovation and improvement of the organisation and operation of local authorities at all levels as set forth in the State administrative reform strategy.
Regarding this, Prime Minister Nguyen Tan Dung emphasised that identifying a local administration model depends largely on how to organise the People’s Council.
Therefore, the plan of not organising the People’s Council at districts and wards should be evaluated in practicality and with opinions of the party committees, the people’s councils and authorities of provinces and cities nationwide before the Government conducts a voting on it.
During the session, the cabinet members discussed the position, organisation and operation of the People’s Council, the People’s Committee and administrative agencies at the grassroots level and the synchronisation of the political system at districts and wards in the absence of the People’s Council.
They debated a draft report on the Government’s comments on the draft amendments to the 1992 Constitution relating to Chapter VII on “the Government” and Chapter IX on “local administrations”.
On the issue, the Prime Minister noted that the Government’s function, tasks and power should be clarified, especially the collaboration and supervision between State agencies in the legislative, executive and judiciary performance.
He also requested that suggestions to Chapters VII and IX of the revised 1992 Constitution should need comments and votes from by each cabinet member.
On the day, the cabinet members also discussed measures to reinforce supervision of the issuance of circulars and joint circulars, especially those directly relating to the rights and interests of individuals and organisations as well as several draft laws.
They will continue discussion on draft laws on August 13.-VNA
