Government convenes law building thematic session

Minister of Home Affairs Nguyen Thai Binh briefedother ministers on the pilot implementation of not organising thePeople’s Council at districts and wards in the past four years.

The pilot execution showed the wide-ranging operation of localpolitical systems has been smooth and administrative procedures havebeen further streamlined to enable residents’ faster access to the localadministration.

He stated that the pilotperformance has provided a basis for further renovation and improvementof the organisation and operation of local authorities at all levels asset forth in the State administrative reform strategy.

Regarding this, Prime Minister Nguyen Tan Dung emphasised thatidentifying a local administration model depends largely on how toorganise the People’s Council.

Therefore, the planof not organising the People’s Council at districts and wards should beevaluated in practicality and with opinions of the party committees, thepeople’s councils and authorities of provinces and cities nationwidebefore the Government conducts a voting on it.

During the session, the cabinet members discussed the position,organisation and operation of the People’s Council, the People’sCommittee and administrative agencies at the grassroots level and thesynchronisation of the political system at districts and wards in theabsence of the People’s Council.

They debated a draftreport on the Government’s comments on the draft amendments to the 1992Constitution relating to Chapter VII on “the Government” and Chapter IXon “local administrations”.

On the issue, the PrimeMinister noted that the Government’s function, tasks and power should beclarified, especially the collaboration and supervision between Stateagencies in the legislative, executive and judiciary performance.

Healso requested that suggestions to Chapters VII and IX of the revised1992 Constitution should need comments and votes from by each cabinetmember.

On the day, the cabinet members alsodiscussed measures to reinforce supervision of the issuance of circularsand joint circulars, especially those directly relating to the rightsand interests of individuals and organisations as well as several draftlaws.

They will continue discussion on draft laws on August 13.-VNA
