Government focuses on creating new laws

At the session, PM Dung and the Cabinet members discussed a report on law and ordinance creation during the term of the 12 th National Assembly, the implementation of the 13 th National Assembly’s law and ordinance programme in 2012 as well as measures to improve the quality of this process.

They debated draft amendments and supplements to Decree No. 178/2007/ND-CP stipulating the functions, tasks, authority and organisational structures of ministries and ministerial-level agencies.

They also discussed a draft decree on the management and use of rice growing land, and a report on the use of agricultural land and the extension of the use of agricultural land for households and individuals.

According to Government members, in the term of the 12 th National Assembly, law and ordinance work saw significant progress which contributed to perfecting the country’s legal system.

Between 2007 and 2010, the Government submitted for approval to the NA and NA Standing Committee 75 out of 89 laws and ordinances adopted by the NA and NA Standing Committee.

However, PM Dung noted shortcomings in the legal institution system, citing that the law creation programmes are yet to meet developmental requirements.

Therefore, the perfection of legal institutions is defined by the Party and State as a strategic breakthrough, he affirmed.

He emphasised the need to continue modernising the system of creating legal documents, saying that draft laws and ordinances should be absolutely essential as well as feasible.

The Prime Minister entrusted the Ministry of Justice to coordinate with relevant ministries and agencies to prepare urgent bills to be added into the Law and Ordinance Building Programmes in 2012, 2013 and for the whole 13 th NA.

Regarding the draft decree on the management and use of rice growing land, PM Dung asked the Ministry of Agriculture and Rural Development to gather Government members’ ideas to complete the decree to be submitted to the Prime Minister for approval.

He entrusted the Ministry of National Resources and Environment to complete the report on the use of agricultural land and extension of the use of agricultural land so that it can be presented to the upcoming session of Government.

He also assigned the Ministry of Home Affairs to complete the draft decree regulating the functions, tasks, authorities and organisational structures of ministries and ministerial-level agencies in the direction of inheriting reasonable regulations and adding new ones while ensuring stability, meeting administrative reform requirements and improving the efficiency of State management.

Also at the session, the Government discussed several bills, including Laws on National Archives, Libraries, Publication (amended) and the Capital City , as well as amendments to the Laws on Electricity and Lawyers.

The PM asked relevant ministries to promptly fulfil the compilation of these bills for submission to the National Assembly.-VNA
