Building up manpower capacity is both an immediate and long-term task of the Hanoi authorities, in the hope of creating a firm foundation for local development.

Ngo Thi Thanh Hang, Permanent Deputy Secretary of the Hanoi Party Committee, said the city always pays heed to developing a contingent of cadres through training activities, personnel planning, rotations, evaluations and employment.

From 2010-2015, the municipal Party Committee’s Standing Board attached special importance to personnel planning and training with the selection of cadres as a breakthrough.

In recent years, the city has organised 12 training courses for 1,250 cadres eligible for leadership positions in Party and government agencies and organisations, contributing to improving personnel quality, particularly at the local level. In some districts, the proportion of key officials holding university degrees rose from 20-30 percent to 50 percent or even 80-100 percent.

Since mid-2013, the municipal Party Committee has instructed its chapters to review and complete lists of cadres for training as part of personnel preparations for the municipal Party Congress for 2015-2020.

According to Nguyen Van Phong, Deputy Head of the municipal Party Committee’s Commission for Popularisation and Education, 2,970 Party organisations at levels have successfully held their congresses.

Two important components of the congresses – preparing and adopting the congress report and personnel work – generated positive results, creating a premise for the success of the 16th Hanoi Party Congress, scheduled for October 31-November 3.-VNA
