The Ministry of Natural Resources andEnvironment, the Ministry of Planning and Investment, and the Ministry ofConstruction provided the criteria to select investors for the project.
The project would treat 1,000 tonnes of wasteper day, and produce 98MW per tonne by 2020, and 138MW per tonne by 2025. Theinvestor would collect 21 USD per tonne of waste after treatment.
Under the proposal, the investor must commit tobuy all new equipment and machinery, and report serial numbers, product specsand production life of all equipment to the municipal Department of NaturalResources and Environment.
The city will give priority to those investorsthat have experience in operating electricity generation projects of the samecapacity.
The city also will prioritize enterprises thathave automation systems meeting the G7 standard, and classification systems forrecycling waste before burning.
Priority will also be given to investorscommitted to training and using local human resources.
To attract investors, the city has offered landrental exemption for 11 years or a 70 percent discount, import tax exemptions,and facilities support.
Enterprises and investors can submit theirreports to the city’s department Natural Resources and Environment fromSeptember 28 to October 15.
The city collects 8,700 to 9,300 tonnes of wasteper day, according to the Department of Natural Resources and Environment.-VNA
