Hanoi (VNA) – The nation-building and defence in the coming time have heavy tasks for the 14th National Assembly and its deputies, Party General Secretary Nguyen Phu Trong reminded while addressing the opening session of the first session of the 14th NA in Hanoi on July 20.
The 494 deputies elected to the 14 th NA were warmly welcomed by NA Chairwoman Nguyen Thi Kim Ngan, who also expressed hope that they will work together in creating a driving force for their agency to accomplish assigned tasks soundly.
Ngan, in her opening speech, asked the deputies to uphold their sense of responsibility, brainpower, and democracy, in discussions to ensure the first session succeeds.
Meanwhile, in his speech, Party General Secretary Nguyen Phu Trong reminded the deputies that voters nationwide expect to see how they will perform their role as a representative of the goodwill and aspiration of the people.
The deputies need to be responsible for their task performances before voters and the NA, the Party chief stressed.
They should keep regular contact with voters, listen carefully their voices and petitions and convey them honestly, and resolutely fight against bureaucracy, corruption, wastefulness and other negatives, he said.
In the 14th tenure, the NA should focus on building a complete and uniform legal system in service of concretizing the Political Platform, the Party’s viewpoints and guidelines, and the Constitution, helping people promote their right to mastery, and enabling the State to enhance its management effectiveness, the leader said.
The work is to ensure political stability will be maintained, economy will grow, defence and security will be strengthened, and international integration will be sped up, to making the State stronger, he noted.
He stressed the need for the new NA to continue reforming its supervisory role and question-and-answer sessions, improving the quality of its decisions on crucial issues, especially when it comes to those on economics, social affairs, State budget, and investment projects that are sensitive and have vast effects on the stability of the macro-economy, rights and interests of the people, defence, security, diplomacy and national interests.
The NA should broaden its external activities as part of the national foreign policy of openness, diversification and multilateralisation.
The Ethnic Council and other committees in the law-making body should have more power in examining bills, national plans and projects, he said, stating the importance of upholding the sense of responsibility in the work.
He pledged that the Party will continue administering the building of the State of the people, by the people and for the people in line with the responsibility and rights prescribed in the Constitution.
Sitting from July 20-29, legislators will be discussing and deciding on high-ranking personnel for the State.
They will elect the NA Chairperson and Vice Chairs, members of the NA Standing Committee, the Chair of the NA Ethnic Council, the heads of the NA committees, and the NA Secretary General, along with the State President and Vice President, the Prime Minister, the Chief Justice of the Supreme People’s Court and the State Auditor General.
They will also decide on the apparatus of the government, approve the appointment of Deputy Prime Ministers, Ministers and other government members, Vice Chairs and members of the National Defence and Security Council.
They will discuss and decide on the government’s report on socio-economic development and State budget for the first half of this year, solutions to the socio-economic development and State budget for the second half of this year, approval of the 2014 State budget estimate and the NA’s resolutions on the programme on building laws and ordinances, the NA’s supervision programme for 2017 and the establishment of specialised inspection groups.-VNA
